BAR Public Hearing Minutes <br />August 22, 2013 <br />Clarifying Canopy / Parking Spaces Questions: <br /> <br />The new canopy will be the same height to match the current canopies. <br />Although six parking spaces will be removed to accommodate the new canopy the applicant does meet <br />the parking requirements. <br /> <br />There was no additional public testimony. <br /> <br />The public hearing was closed. <br /> <br />MOTION: <br /> <br />L13-038 <br />Commissioner Maestes <br /> made a motion to approve Case Number with staff’s revised <br />recommendation to widen the landscaping in lieu of the wheel stops. Commissioner Strander seconded <br />the motion. All were in favor. <br /> <br />CASE NUMBER: L13-011 <br />APPLICANT: Pari Holliday for Darden <br />REQUEST: Public Hearing Design Review for a new 5,880 sf Red Lobster restaurant <br />with associated parking, site improvements and landscaping. <br />LOCATION: North end of Southcenter Mall site adjacent to Tukwila Parkway, parcel <br />number 3597000245 <br /> <br />CASE NUMBER: L13-012 <br />APPLICANT: Pari Holliday for Darden <br />REQUEST: Public Hearing Design Review for a new 9,054 sf Seasons 52 restaurant with <br />associated parking, site improvements and landscaping. <br />LOCATION: North end of Southcenter Mall site adjacent to Tukwila Parkway, parcel <br />number 3597000245 <br /> <br /> <br />Chair McLeod <br /> opened the public hearing at 7:05 PM for the Red Lobster and Seasons 52 restaurant. <br /> <br />Ms. MacGregor asked the Commission the appearance of fairness questions. There were no objections to <br />any of the Commissioners hearing the cases. <br /> <br />Stacy MacGregor <br />, Planner, gave the presentation for staff. She explained that the Red Lobster and <br />Seasons 52 restaurant would be combined as one public hearing with one staff report. In order to <br />make the site function well a pedestrian route was created from Tukwila Parkway to the main Mall <br />building. Also landscaping is used to define the portion of the internal drive aisle where the <br />buildings are with the hopes as development continues in the future the drive aisle will continue to <br />be further refined. <br />Noted: <br /> <br />There are currently two mature trees on either side of the stairway. However, the tree to the east is <br />not showing on the plan. As a condition of approval staff is recommending preservation of the tree <br />and shifting the path or designing in such a way so that the tree can remain. <br /> <br />Staff rephrased condition number four in the packet as following, ‘if a new parking standard is <br />adopted by Council prior to C of O that would eliminate the parking deficit and this condition would <br />be met.’ <br /> <br /> Page 2 of 3 <br /> <br />
