Surface Stormwater Detention Facilities <br />NA — The detention of storm water is handled as part of the greater site and not on the subject <br />Library site; although a "green roof' is proposed that will retain some roof storm water and slow the <br />site's storm water run -off. <br />j. Pedestrian Circulation <br />A 14 foot wide pedestrian entry intersects on TIB with the public sidewalk and a wide wraparound <br />stairway is proposed on S. 144 Street. All Design Criteria requirements of this section are met in the <br />submitted documents. <br />k. Pedestrian Amenities <br />The City of Tukwila TIB Design Manual requires specific pedestrian amenities. Landscaping, several <br />pedestrian- oriented spaces, and sidewalks to and between adjacent buildings are provided in the <br />submitted design. The Manual includes a listing of pedestrian amenities that may be used to meet <br />the intent of Pedestrian Amenities. The submitted project responds to that list as follows: <br />• Site furnishings such as seating and tree grates, are provided along the walkway <br />from TIB on the north side of the building. Moveable chairs and tables will furnish <br />the outdoor terrace. See pages 15 -18, Attachment A. <br />• Pedestrian weather protection is not provided is minimally under the eastern roof <br />overhang. See Page 4, Attachment A. <br />• Attractive signage is provided adjacent to the vehicular and pedestrian entries from <br />TIB. See Page 21, for site location; see page 22 for elevation, Attachment A. <br />• There is no provision of attractive window displays, outdoor display or vending <br />areas; however, the location of the "computer bar" provides a view of "people at <br />work on computers." <br />• Decorative features such as screen walls, murals and other building or site features <br />are not provided. A significant piece of art is proposed for the corner location. See <br />page 3, Attachment A. <br />• Light fixtures and lighting oriented towards pedestrians and lighting highlighting <br />landscaping are provided. The lighting plan on page 33 corresponds to the lighting <br />fixtures on pages 11 -14. A pedestrian sized pole is proposed along the parking <br />edge with a complementary bollard light between the walkway and the north side of <br />the building. Lighting is indicated in the corner for the art work, is within the low <br />walls (east and west sides) enclosing the outdoor terrace, within the specimen oak <br />outside the entrance, embedded within the walkway outside the entry, within the <br />handrails at the corner staircase off of S. 144 Street, and washing the east brick <br />fagade walls. <br />• Bike racks are adjacent to the northeast corner and the rack is shown on page 19, <br />Attachment A. <br />• Special paving in pedestrian oriented spaces is provided adjacent to the entry <br />around the specimen tree and in the outdoor terrace. <br />• Accent plantings are used in high pedestrian locations (see page 32, Attachment A <br />for specific plants and page 3 for location) <br />L13 -017 — Tukwila Library Page 1 10 <br />
