111111111 ir <br />City of Tukwila <br />Planning Commission <br />Board of Architectural Review Meeting Minutes <br />Date: August 22, 2013 <br />Time: 6:30 PM <br />Location: City Hall Council Chambers <br />Present: Thomas McLeod, Chair; Vice - Chair, Louise Strander; Commissioners, Cassandra Hunter, and <br />Miguel Maestes <br />Absent: Commissioners, Brooke Alford, Mike Hansen and Sharon Mann <br />Staff: Stacy MacGregor, Planner, Minnie Dhaliwal, Planning Supervisor, and Wynetta Bivens, <br />Planning Commission Secretary <br />Chair McLeod opened the public hearing at 6:40 PM. <br />Minutes: Commissioner Maestes made a motion to adopt the July 25, 2013 minutes. Commissioner <br />Hunter seconded the motion. The motion was unanimously approved. <br />Chair McLeod swore in those wishing to testify. <br />CASE NUMBER: L13 -038 <br />APPLICANT: John Ellingsen, Barghausen Consulting Engineers, Inc. <br />REQUEST: Design review for expansion of the Tukwila Costco fueling facility to <br />include an additional row of gasoline dispensers, a 29 -foot by 88 -foot fueling <br />island canopy extension and associated site improvements. <br />LOCATION: 451 Costco Drive, Tukwila, WA 98188 <br />Ms. Dhaliwal asked the Commission the appearance of fairness questions. There were no objections to <br />any of the Commissioners hearing the case. <br />Minnie Dhaliwal, Planning Supervisor, gave the presentation on behalf of Jaimie Reavis for staff. Ms. <br />Dhaliwal entered into the record a new enlarged site plan. She stated that the applicant proposed <br />revisions after the packet was sent out. This project requires Board of Architectural Review because it <br />exceeds the threshold of 2,500 sq. ft. expansion. <br />Revision: <br />In lieu of wheel stops the applicant is proposing widening the landscaping island by two feet, and staff is <br />in agreement. Mechanical equipment and light fixtures will be relocated. Originally staff recommended <br />approval with four conditions. However, with the new proposed revisions condition number two is no <br />longer necessary. <br />Public Testimony: <br />David Rogers, Representative for Costco Wholesale thanked staff for considering their last minute <br />request to expand the landscape area instead of putting in the wheel stops. Mr. Rogers also provided <br />some background on the expansion that Costco is undergoing in other areas. <br />5 -1 Page 1 of 3 <br />
