2 S W 43rd Street /S 180th Street Improvements If a <br />proposed grade separated crossing of S W 43rd and the railroad <br />tracks is undertaken to improve traffic safety and capacity, the <br />local costs should be shared equitably between Renton and Tukwila <br />The two Cities shall support the S W 43rd Street /S 180th Street <br />improvement in the same manner as the Strander Boulevard /S W <br />27th Street railroad crossing By support, it is meant that both <br />Cities will designate this road improvement as a high priority <br />item on each City's Transportation Improvement Plan and each <br />provide one -half of the local funds needed to match an 80% federal <br />funding for this road improvement project <br />If federal funding is unavailable, then Renton and Tukwila <br />will negotiate an equitable funding option as necessary, such that <br />each cities' share of the local costs of such road improvement <br />shall be 50% Because the improvement will be located entirely <br />within Tukwila upon completion of the annexation, the final <br />decision as to the time for the improvement shall be left to the <br />discretion of Tukwila <br />3 P -1 Channel The P -1 Channel is a storm drainage <br />improvement to be located within that property described on <br />Exhibit B which will be annexed to Renton Renton agrees to <br />assume what would have been Tukwila's share of the cost of <br />construction and maintenance for that portion of the P -1 Channel <br />which will be located in said area The City of Tukwila shall <br />retain the right to connect to and use the P -1 Channel <br />4 Green River Dike Maintenance Renton's share of the <br />cost of the Green River Dike Maintenance Plan was 22% prior to the <br />reciprocal annexations Construction and maintenance costs for <br />the Green River Dikes should be revised to reflect the fact that <br />Renton will not have Green River frontage after the reciprocal <br />annexations are completed and that therefore Renton should have no <br />obligation for dike maintenance or rehabilitation <br />5 Frank Zepp Bridge Upon completion of the reciprocal <br />annexations, the Frank Zepp Bridge at S W 43rd Street /S 180th <br />Street will be located entirely within the City of Tukwila <br />Tukwila agrees to assume all costs of maintenance and future <br />widening for the bridge Both parties understand that with the <br />annexation of the property described on Exhibit A to Tukwila, the <br />responsibility for maintenance and operation of the traffic <br />signals at the intersection of S W 43rd Street and West Valley <br />Road (SR -181), formerly shared by the Cities of Renton and Kent, <br />should be assumed in total by the City of Kent <br />6 Utilities Both parties understand that Renton has <br />existing utilities serving a portion of the area to be annexed to <br />the City of Tukwila bordered by S W 43rd Street, West Valley <br />Highway, the existing Renton City limits and the Union Pacific <br />Railroad right -of -way Renton shall retain ownership of the said <br />existing utilities and shall be responsible for all costs of <br />operation and maintenance of the same Tukwila shall be <br />responsible for providing sewer and water service to all other <br />areas annexed to Tukwila as part of the reciprocal annexations <br />Neither party shall impose a surcharge upon utility users within <br />the newly annexed areas solely because of their annexation <br />7 SR -181 The City of Renton should enter into an <br />agreement with the State of Washington regarding the transfer of <br />costs to the State for improvements to SR -181 between S W 43rd <br />Street and I -405 The City of Tukwila shall bear no <br />responsibility for such costs by virtue of the execution of this <br />Agreement <br />8 Future Annexations Renton and Tukwila will coordinate <br />review of future annexation petitions received by the parties <br />consistent with the boundary line shown on Exhibit C attached <br />hereto and incorporated herein by this reference as if set forth <br />in full <br />
