d In cooperation with the State Department of Transportation, identify and Jointly plan <br />improvements and strategies within those corridors which are important to moving people and <br />goods on a regional or statewide basis. <br />5. In the case of certification of transportation elements of all local comprehensive plans for <br />consistency with the Regional Transportation Plan (RTP), the Board shall direct staff to review plans <br />and recommend certification. <br />If staff does not recommend certification because of inconsistencies with the RTP, the local <br />government(s) involved shall be notified and the affected party or parties may appeal the staff <br />recommendation to the Board for resolution. Upon receipt of an appeal, the Board will direct that a <br />board of hearing examiners be constituted from the membership of the Executive Board to resolve <br />the conflict, establishing consistency with the RTP and allowing for certification. <br />6. Determine categories for priorities for the region among recommended regionally significant <br />transportation projects, and forward those priorities to the State Department of Transportation for <br />review in the development of state transportation funding programs. <br />7 Review and comment in the NEPA /SEPA process on proposed actions with potential significant <br />impact on the implementation of the RTP <br />B. Growth Manaaement. The agency shall maintain VISION 2020 as the adopted regional growth <br />management strategy The regional growth management strategy shall be based on and developed from <br />local comprehensive planning and address only regional issues including transportation, open space, air <br />and water quality economic development and regional facilities. <br />C. Countywide Comprehensive Plans. One year after adoption of this Agreement, a process for the regional <br />review of countywide plans (which reflect city and county comprehensive plans) for consistency with the <br />adopted regional growth strategy and /or the regional transportation plan shall be considered by the <br />governing Board of the new Regional Council. <br />D Reoional Data Base Development. The agency shall provide for establishment and maintenance of a <br />regional data base to <br />1 Support development of the RTP and regional growth management strategy <br />1 0 <br />
