<br />ERLOCAL COOPERATIVE AGREIAIT i f <br />COMBINED REGIONAL EMERGENCY SERVICES UNIT OPERATIONAL AGREEME <br />I. PARTIES <br />The parties to this agreement are the Cities of Auburn, Renton and Tukwila, each of which is a <br />municipal corporation operating under the laws of the State of Washington <br />II. AUTHORITY <br />This agreement is entered into pursuant to Revised Code of Washington Chapters 10 93 and <br />39 34 <br />III. PURPOSE <br />The parties hereto desire to establish and maintain a multi- junsdictional Emergency Services Unit <br />(SWAT Team) <br />IV FORMATION <br />There is hereby established a multi- agency unit to be hereafter known as the "Combmed Regional <br />Emergency Services Unit" the members of which shall be the Cities of Auburn, Renton and <br />Tukwila. As special needs anse, it may be necessary to request from other law enforcement <br />agencies assistance and/or personnel, at the discretion of the Incident Commander and/or SWAT <br />Commander <br />V STATEMENT OF PROBLEM <br />King County and the municipalities within the Puget Sound area have experienced increasingly <br />violent cnnunal confrontations due to mcreased gang activity, increased drug abuse, mcreased <br />urbanization, and increased population densities. The ability to safely control, contain, and resolve <br />cnmanal confrontations such as civil disobedience, barricaded subjects, hostage situations, gang <br />member arrests, high risk felony arrests, and narcotic/high risk search warrants has stretched the <br />resources of the three member cities' individual Police Department specialty units (SWAT <br />Teams) <br />Law enforcement efforts directed at dealing with these violent confrontations have for the most <br />part been conducted by law enforcement agencies working independently There has been <br />insufficient coordinated efforts at directing personnel, equipment, and training among regional <br />Police Departments. <br />1 <br />CAG -92 -021 <br /> FILE <br />DATE <br />
