CAG -02 -141 <br />INTERLOCAL AGREEMENT FOR <br />THE ADMINISTRATION OF THE <br />GREEN RIVER FLOOD CONTROL ZONE DISTRICT <br />PREAMBLE <br />THIS AGREEMENT "Agreement is entered into pursuant to Chapters 86 15 and 39 34 of the <br />Revised Code of Washington (RCW), by and between the municipal county and city <br />governments signing this Agreement, that are located in King County lying wholly or partially <br />within those areas of the lower Green River watershed that are within the boundaries of the <br />Green River Flood Control Zone District as shown in Appendix A (collectively the "Parties <br />The Parties share interests and responsibility for addressing flood hazard reduction planning, <br />river facility project construction and repair, and maintenance and operation of critical flood <br />protection facilities within the lower Green River watershed, and wish to provide for planning, <br />funding and implementation of programs, activities and projects therein The Parties have <br />actively participated in these interests and responsibilities through the Green River Basin <br />Program since its inception in 1978 In addition, in 1990 the Parties pledged their support for <br />activation of the Green River Flood Control Zone District by King County <br />It is the purpose of this Agreement to extend and renew the principles embodied in the 1985 <br />Green River Management Agreement and 1992 Green River Basin Program Interlocal <br />Agreement in order to provide a coordinated program for achieving the goals contained in these <br />two agreements The Parties further agree that flood hazard reduction, flood warning and <br />emergency response, and integrated resource management is best achieved throughout the <br />approximately 68 square miles of the lower Green River basin through multi jurisdictional <br />coordination as provided for in this Agreement. <br />The Green River Flood Control Zone District is a quasi municipal corporation of the State of <br />Washington, authorized by Chapter 86 15 RCW, which provides a permanent and reliable <br />regional funding source to accomplish the following purposes. to repair and maintain flood <br />protection facilities, to operate and maintain pump stations in the lower Green River watershed, <br />to implement King County's comprehensive flood hazard reduction plan for the Green River <br />Flood Control Zone District; and to coordinate with federal, state and other local agencies for <br />July 2002 Page 1 of 17 <br />
