Implementation Plan Interlocal Agreement (Phase 3/12/03 <br />Trans Valley p $r' <br />facilities including north/south freeways and artenals, rail connections, transit <br />facilities and service, freight and trucking hubs and the region's international airport. <br />B Traffic congestion is a major problem in the Transportation Improvements <br />Implementation Area, which has many regionally significant north/south highways <br />and artenals, but few contiguous east /west roadways <br />C The Parties recognize that a cooperative effort is necessary to identify and address the <br />cross- junsdictional traffic congestion within the Transportation Improvements <br />Implementation Area. <br />D Pursuant to RCW Chapter 39 34, the Interlocal Cooperation Act, the Parties are each <br />authorized to enter into this Agreement for cooperative action. <br />NOW, THEREFORE, the Parties agree as follows <br />AGREEMENT <br />1 OBJECTIVE OF THE AGREEMENT <br />The objective of this agreement is a multi- junsdictional Implementation Plan that <br />builds upon the Phase I Trans Valley Study This effort will develop an <br />implementation plan that recommends a pnontized listing of multimodal projects that <br />alleviate congestion and improve mobility within the defined Transportation <br />Improvements Implementation Area. <br />2/10 <br />
