i. borrow money (through its Members or other entities at their individual discretion <br />or as authorized by Chapter 39.34 RCW now or in the future), or enter into other <br />financing arrangements; <br />j. lend money or provide services or facilities to any Member, other governmental <br />water utilities, or governmental service providers; <br />k. invest its funds; <br />1. establish policies, guidelines, or regulations to carry out its powers and <br />responsibilities; <br />m. purchase insurance, including participation in pooled insurance and self insurance <br />programs, and indemnify its Members, officers and employees in accordance with <br />law; <br />n. exercise all other powers within the authority of, and that may be exercised <br />individually by all of its Members with respect to water supply, conservation, <br />reuse, treatment and transmission, or any of the other purposes set forth in Section <br />3.4; <br />o. exercise all other powers within the authority of, and that may be exercised <br />individually by all its Members with respect to watershed planning and <br />management; and <br />p. exercise all other corporate powers that Cascade may exercise under the law <br />relating to its formation and that are not inconsistent with this Interlocal Contract <br />or with Chapter 39.34 RCW or other applicable law. <br />ARTICLE 4. Organization Structure; Board <br />Section 4.1 Composition, ByLaws and Meetings. Cascade is governed by a Board <br />of Directors consisting of one individual representative appointed by Resolution of the <br />Member's legislative authority.
