be known as the "President if the ByLaws so designate) and performs those duties set forth <br />in the ByLaws. <br />The Vice Chair shall perform the duties of the Chair in the Chair's absence and shall <br />perform other duties as set forth in the ByLaws. The Secretary shall be responsible for <br />Cascade records and performs other duties as set forth in the ByLaws. The Treasurer shall be <br />responsible for Cascade accounts and financial records and performs other duties as set forth <br />in the ByLaws. <br />Consistent with the provisions of this Contract, the Board may, in the ByLaws, <br />establish additional Officers and set forth their duties. <br />The Board may create and appoint Members to Standing Committees and special <br />committees as it deems appropriate. Committee Members need not be elected officials or <br />employees of Members, but Standing Committee Chairs must be Board Members or Alternate <br />Board Members. <br />Section 4.5 Executive Committee. The Chair, Vice Chair, Secretary, Treasurer <br />and chairpersons of Standing Committees together constitute Cascade's Executive <br />Committee. The Chair (or acting Chair) shall vote on matters before the Executive <br />Committee only if necessary to break a tie. The Executive Committee's duties and <br />responsibilities are set forth in the ByLaws. The Executive Committee shall not have the <br />power to: <br />a. approve any contract for a term longer than three years; <br />b. approve any contract involving expenditure by, or revenue to Cascade in <br />excess of such amounts and under such circumstances as set forth in the <br />ByLaws; <br />Cascade Interlocal Contract 13 <br />Amended and Restated <br />October 26, 2011 <br />
