I. RECITALS <br />WHEREAS, the Lake Washington School District plans to construct a fiber optic <br />network among its schools for the purpose of improving overall learning and <br />achievement by increasing the availability and diversity of training and <br />educational material; and <br />WHEREAS, the City of Kirkland requires a fiber optic network amongst its <br />facilities to provide services to its constituents, for traffic including but not limited <br />to: traffic, SCADA systems, economic development, business support, and <br />WHEREAS, the City of Kirkland and the City of Bellevue desire a direct fiber <br />connection, to enhance internal governmental cooperation and extend <br />communications to other local governments, achieve efficiencies through shared <br />resources, and <br />WHEREAS, the University of Washington desires a path North to South through <br />the City of Kirkland, and <br />WHEREAS, each of the Parties have a portion of what is required to build a fiber <br />network but do not want to duplicate efforts, and <br />WHEREAS, the Parties and their respective `citizens' have a vested interest in <br />supporting and improving educational opportunities, community communications; <br />and infrastructure, and <br />WHEREAS, the City of Kirkland, City of Bellevue, and the University of <br />Washington have conduit plant available that can serve all the Parties; and <br />WHEREAS, the Lake Washington School District has signed the City of <br />Kirkland's Franchise Agreement allowing the Lake Washington School District <br />use of the City of Kirkland's Right of Way. <br />Therefore the parties agree as below. <br />IL PURPOSE OF AGREEMENT <br />This interlocal agreement outlines how the parties will work together on fiber <br />optic projects for the benefit of all the Parties.
