10 -093 <br /> Council Approval N/A <br /> King County Regional Hazard Mitigation Plan <br /> MULTI- JURISDICTIONAL MITGATION PLAN <br /> LETTER OF AGREEMENT <br /> THIS AGREEMENT is made and entered into by and between King County Office <br /> of Emergency Management and the City of Tukwila committing the jurisdiction's <br /> participation in the process to review, amend, and update a Multi Jurisdictional <br /> Regional Hazard Mitigation Plan, formalizing the planning process, and establishing <br /> a Hazard Mitigation Planning Committee providing for a public involvement process <br /> and setting a schedule for completion, pursuant to the Disaster Mitigation Act of 2000 <br /> (44 CFR 201.6). <br /> WHEREAS, the Federal Disaster Mitigation Act of 2000 requires that for all disasters declared <br /> on or after November 1, 2004, local and tribal government applicants for sub grants following <br /> any disaster, must have an approved local mitigation plan in accordance with 44 CFR 201.6 prior <br /> to receipt of Hazard Mitigation Grant Program project funding; and <br /> WHEREAS, the Federal Disaster Mitigation Act of 2000 requires that for Hazard Mitigation <br /> Grant Program project funding on or after November 1, 2003, local and tribal government <br /> applicants must have an approved local mitigation plan in accordance with 44 CFR 201.6 prior to <br /> receipt of project funding; and <br /> WHEREAS, the City of Tukwila in partnership with other entities including King County, is <br /> participating in the review, amend, and update of an existing Multi- Jurisdictional Regional <br /> Hazard Mitigation Plan; and <br /> WHEREAS, the local mitigation plan represents the commitment of jurisdictions to reduce risks <br /> from multiple hazards, serving as a guide for decision makers as they commit resources to <br /> reducing the effects of natural hazards, and is in the public interest to proceed with the multi <br /> jurisdictional grant application and planning process in a timely manner; and <br /> WHEREAS, an open public involvement process is essential to the development of an effective <br /> plan, and the process will be coordinated with affected jurisdictions, agencies, businesses, <br /> academia and other private and non profit interests in the county to insure a comprehensive <br /> approach to mitigating the effects of natural disasters; and <br /> WHEREAS, the plan shall include a documentation of the planning process, and a risk <br /> assessment that provides the factual basis for activities proposed in the strategy to reduce losses, <br /> sufficient to enable each jurisdiction to identify and prioritize appropriate mitigation actions, a <br /> detailed mitigation strategy that provides the blueprint for reducing the potential losses identified <br /> in the risk assessment, a five -year cycle for plan maintenance, and documentation of formal <br /> adoption by each participating jurisdiction; and <br /> THEREFORE, is mutually agreed that <br /> PAGE 1 -1 <br /> KING COUNTY REGIONAL HAZARD MITIGATION PLAN <br /> I iA 3 ed.., <br />
