MEMORANDUM OF UNDERSTANDING <br /> FOR COORDINATED POLICY DECISION MAKING <br /> DURING AN EMERGENCY <br /> Options for a regional approach to incident management, including (1) a single Incident <br /> Command, Unified Command, and /or Area Command, (2) a Multiagency Coordination <br /> (MAC) System, including a MAC Group for policy decisions, and (3) delegation of <br /> authority for Incident Management Team support and utilization; <br /> Review of authorities and /or support outlined in the Regional Disaster Plan (RDP) and /or <br /> Omnibus Legal and Financial Agreement; <br /> Establishment of a Joint Information Center /Joint Information System, to be integrated <br /> with a single Incident Command and /or Unified Command if the Parties decide to <br /> implement a single Incident Command and /or Unified Command; <br /> Schedule for a subsequent conference call or meeting at a specified location and <br /> notification to other Parties and non -Party entities which are not on the call. <br /> Ongoing Coordination <br /> The initial conference call described in this MOU is intended to be the first step in ongoing <br /> coordination. The structure for ongoing coordination will depend on the incident and may take <br /> the form of a MAC Group if the Parties affected by the emergency implement a single Incident <br /> Command and /or Unified Command. <br /> Other Provisions <br /> This MOU is not binding and imposes no enforceable obligations upon the Parties, nor is it <br /> intended to restrict the authority of any Party to act independently. If a situation arises where <br /> Parties cannot reach a decision by consensus, any Party may make its own decision within its <br /> jurisdiction. <br /> This MOU may be modified by written agreement of the Parties. <br /> This MOU is effective upon signature by any two Parties. After the first two signatures, the <br /> MOU is effective as to any other Party upon that Party's signature. The MOU may be signed in <br /> counterparts and deemed one integrated MOU. <br /> This MOU shall remain in effect until March 3, 2012, and shall be automatically renewed on <br /> March 4 of each successive year. Any Party may terminate its participation in this agreement <br /> upon sixty (60) days written notice to the other Parties. <br /> 2 <br />
