Required front yard setbacks of 12 and 6 feet along TIB and S. 144th Street can be waived <br />as part of the BAR's decision if the following criteria are met: The City's TIB Design <br />Manual defines pedestrian friendly facades as: <br />those that feature one or more of the following characteristics: <br />1. Transparent window area or window displays along at least <br />half the length of the ground floor facade. <br />2. Sculptural, mosaic or bas relief artwork along at least half <br />the length of the ground floor faced. <br />3. Pedestrian oriented space' - at least 500 square feet must be <br />located along or adjacent to the public or private sidewalk <br />for every 100 linear feet of ground floor facade that faces <br />the public streets. <br />4. Other measures that meet the intent of the criteria, as <br />approved in conjunction with overall design review <br />approval. <br />The proposal provides transparent windows along the length of the facades as well as entries <br />and decorative lighting that will create a minimum of 2 foot candles at ground level. <br />Building D is an "L" shape in plan, sitting upon a parking podium. It fronts Tukwila <br />International Boulevard and South 144th Street. The street - facing facades either directly <br />abut the public sidewalk or are separated from that sidewalk by a shallow linear landscaped <br />setback that is urban in the character of planting materials. Commercial type uses run the <br />full length of the first floor building frontages. Parking is either within the building or on an <br />open parking deck behind the building, accessed from an on -site private driveway, invisible <br />from TIB. Entries to the residential lobby and the commercial use are at the building <br />corners and are at the back of the public sidewalk. <br />Building E is a "U" shape in plan, sitting on a parking podium. It fronts on South 144th <br />Street. The street - facing facade directly abuts the public sidewalk. Commercial type uses <br />and the building lobby run the full length of the first floor building street frontage. Parking <br />is primarily within the building, accessed from an on -site private driveway, relatively <br />invisible from the public right of way. Additional surface parking for the building is on the <br />west side off the on -site parking driveway. There is also parking dedicated to the adjacent <br />Pedestrian oriented space is an area between a building and a public street that promotes visual and <br />pedestrian access onto the site and that provides pedestrian - oriented amenities and landscaping that <br />enhances the public's use of the space.
