Users should be allowed access to all surface parking in order to maximize the site's <br />flexibility to meet the variable needs throughout the day or a week. Sharing of some of the <br />secure parking may also need to occur to balance the parking needs /demands across all five <br />parcels or to provide overflow parking during special events. In order to manage the needs, <br />the Transportation Management Plan will be a useful tool, and the administrator of that Plan, <br />will play an important role in parking for the site. <br />Circling and extra exiting/entering movements on City streets could occur if the parking is <br />full on either the north or south side of S. 144 Street. Informational signage for parking <br />could assist with this way finding need. <br />In order to assure shared parking is available in perpetuity, reciprocal access and parking <br />easements will be recorded against the five proposed lots. <br />Staff's analysis of the phasing plan shows that a deficit of parking may occur depending on <br />the absorption of the newly built space. The applicant also anticipates this parking <br />variability by phase and shows an option for temporary parking on proposed Parcel B is <br />developing on- street parking within the S 144 Street right of way and identifies the <br />possibility of approaching surrounding property owners, such as the KCLS or the Tukwila <br />School District, for use of their off -site parking when available. <br />The deficit of parking stalls due to the phasing of the development shall be addressed by the <br />Development Phasing Plan approved per the Disposition and Development Agreement. Any <br />temporary parking approved as part of the phasing plan shall be required to obtain all <br />applicable permits; comply with surface and storm water management requirement; and <br />address maintenance and performance measures. <br />Recommendation <br />1. Approve the application for a parking standard for the live /work units of one space per <br />unit; <br />2. Approve a 10% complementary use allowance; <br />3. Approve shared parking across proposed parcels A, B, C, D and E subject to the <br />following conditions: <br />Prior to issuance of the construction permits for Phase 1, the applicant shall: <br />a) Modify Boundary Line Adjustment/Lot Consolidation application (Land Use File <br /># L13 -021) to include reciprocal parking access and maintenance easements across all <br />lots. <br />b) Adhere to the relevant procedures of the City's Commute Trip Reduction <br />Program (Tukwila Municipal Code 9.44,) in order to implement the required <br />Transportation Management Plan.
