City of Tukwila <br />Jim Haggerton, Mayor <br />Department of Community Development Jack Pace, Director <br />To: Tukwila City Council and Planning Commission <br />From: Lynn Miranda, Senior Planner <br />Date: February 17, 2015 <br />Subject: Tukwila International Boulevard District Element Worksession #2 <br />Intent <br />Tukwila is continuing with the required update of its Comprehensive Plan, with a current focus on <br />updating the goals and policies related to the Tukwila International Boulevard (TIB) District Element'. <br />Please plan on attending the second joint City Council and Planning Commission Worksession on the <br />TIB Element on Wednesday, February 25, 2015, from 5:30 pm to 8:30 pm at Showalter Middle School <br />Commons. A light dinner will be available starting at 5:15. <br />Background <br />Since transforming the TIB area is a high priority for the community, City Council and Planning <br />Commission participation is more intensive for this Comp Plan element than for previous element <br />updates. Two joint worksessions with the City Council and Planning Commission were planned, and on <br />January 8, 2015, the first joint worksession was held to kick off the update of the TIB Element. <br />Attendees examined past and current conditions, reviewed ideas gathered during the Community <br />Conversations, and then discussed and diagramed the future of the TIB area in small groups. Please <br />take an opportunity to read the attached record of all the Planning Commissioner and City <br />Councilmember comments expressed during the first worksession-'s small group discussions, in <br />preparation for Worksession #2. <br />Worksession #2 <br />The second worksession on February 25 will focus on hearing from urban designers, a market analyst <br />and a retail expert who will: 1) present a vision for the TIB District, based on what they heard emerge <br />at the first worksession; 2) provide background on the urban design issues and market forecasts for the <br />area that shape the vision; and 3) present their recommended goals and policies to help achieve the <br />vision. Subsequently, staff will use the consultant recommendations to prepare the draft TIB Element <br />for Planning Commission and City Council review. <br />While worksession #2 is open to the public, opportunities for public comment will occur later at an <br />Open House on the draft TIB Element, and during subsequent Planning Commission and City Council <br />public hearings held prior to the Element's adoption. <br />Future Steps <br />• After Worksession #2, Staff drafts recommended updates to the TIB goals and policies. <br />• Staff convenes a Community Open House on the draft Element in May 2015. <br />1 Formerly the Transportation Corridors Element <br />
