City of Tukwila <br />Community Affairs and Parks Committee <br />ATTACHMENT B <br />COMMUNITY AFFAIRS AND PARKS COMMITTEE - Meeting Minutes <br />July 13, 2015 — 5:30 p.m. — Hazelnut Conference Room <br />PRESENT <br />Councilmembers: Verna Seal, Chair; Allan Ekberg, Kate Kruller (Absent: Dennis Robertson) <br />Staff: Rachel Turpin, Jack Pace, Robert Eaton, Minnie Dahliwal <br />Keith King, Laurel Humphrey <br />CALL TO ORDER: Committee Chair Seal called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESS AGENDA <br />A. Agreement: Green City Partnerships <br />Staff is seeking Council approval of an agreement with Forterra for the development of the Green <br />Tukwila Partnership 20 -Year Plan. The Green City program strives to "restore urban greenspace <br />through community stewardship." The process of establishing the Green City designation takes <br />around two years. Year one would include an assessment and then a 20 -year plan. Year two <br />would focus on implementation through stewardship programs. Forterra and City staff would work <br />together to accomplish these goals. The two year plan is budgeted at $100,000, with the City <br />contribution at $40,000 and Forterra committing to $60,000. Pursuant to the Committee's direction <br />on May 26, 2015, a budget amendment for $40,000 has been prepared and will be presented with <br />the overall amendment package. UNANIMOUS APPROVAL. FORWARD TO JULY 27, 2015 <br />COMMITTEE OF THE WHOLE. <br />B. Ordinance: Regulations Relating to Marijuana <br />Staff is seeking Council approval of an ordinance that would amend zoning regulations relating to <br />marijuana in the following ways: <br />• Repeal the existing moratorium <br />• Update definitions to match those in the new state law <br />• Correct the omission of marijuana uses from the Tukwila South Overlay (where underlying <br />zone is HI or TVS) <br />• Reference state regulations, procedures and restrictions for growth of medical marijuana <br />for personal use <br />• Prohibit medical marijuana cooperatives, collective gardens and dispensaries <br />• Establish new civil penalties for violations of these regulations <br />Following committee discussion, the following additional changes were made to the draft ordinance: <br />1. Section 7.D will be amended to add marijuana cooperatives <br />2. Section 7.B. will add "as defined in RCW 69.51A.010" after the word "cooperative." <br />3. A recital will be added stating that House Bill 2136 allows Cities to ban cooperatives. <br />51 <br />
