City Of Tukwila <br />Police Department <br />An Accredited Agency <br />COPCAB Minutes <br />April 9, 2015 <br />6:30pm- 8:00pm <br />Jim Haggerton, Mayor <br />Michael Villa, Chief of Police <br />Present: Chief Villa, Chris Partman, Jerry Thornton, Austin Hackett, John Lindsay, Jun Castillo, Kim Karns <br />• Welcome to Austin and John, new COPCAB members. <br />• Minutes from 12/11/14, 1/8/15, 2/12/15 and 3/12/15 meetings approved. <br />• Chief's Update <br />• The Chief will be giving the annual report on Monday night's Council meeting, right before the <br />COPCAB presentations <br />• Staffing at 75 with one pipeline started and one in background. <br />• It appears we will be sending a TPD officer to WSCJTC as a Tactical Officer. The state will <br />reimburse salary and benefits. <br />• Facilities — the process is still working and the City is still looking at a public safety building as a <br />priority. <br />• Survey is moving forward and is close to a final draft. <br />• Chief Villa is working on a sub - committee of area chiefs on working better with the diverse <br />communities in the area. They are looking to build a toolbox for area police departments to have <br />available. After ideas are put into a document the goal is to have leaders from many different <br />communities give feedback on the document and tools. Especially on what works and what does <br />not. Some of these are things like nuts and bolts training and youth mentoring. <br />• The focus of the City is the residential areas. The PD focus is on safety and crime reduction in <br />residential areas. Several comments about how visible the PD has been in the neighborhoods from <br />Kim and Jun. <br />• Question about use of force policies and what determines an escalation. Response: The courts <br />have laid that out and the rule is that force must be reasonable and based on: <br />• Crime committed <br />• Danger to others <br />• Danger to officer <br />• COPCAB Awards /Annual Report to the City Council.
