Citv Of Tukwila
Police Department
An Accredited Agency
September 10, 2015
6:30pm- 8:OOpm
Jim Haggerton, Mayor
Michael Villa, Chief of Police
Present: Chief Villa, Chris Partman, Jerry Thornton, Kim Karns, Jan Bolerjack, Jun Castillo, Austin Hackett,
Laurie Clark, John Lindsay
• Update on Regional Fire Authority by Fire Chief Chris Flores and Program Manager Moira Bradshaw —
see attached handout
• Minutes from 6/11/15, 7/9/15 and 8 -13 -15 meetings approved
• Chief's Update
• No issues with the Straight Out of Compton movie. Both TPD and AMC had extra security; the
AMC security staff was armed.
• Leadership summit with all Command Staff and Sgts. The first challenge day was last week. The
group reads a chapter or two from the book and then has a facilitated conversation about the
material. This will be ongoing for 7 months.
• Staffing: Fully staffed with commissioned officers, one above our budgeted number, with one
retirement scheduled for January and another possibly pending.
• One non - commissioned position not filled, but interviewing in the next few weeks, this is for the
Patrol Administrative Specialist.
• Evidence facility: We are in desperate need for an evidence facility. Last budget there was some
funding for a new evidence facility, after several setbacks, there is now a lease signed for a 10.000
sq. ft. evidence facility. This is a 5 year lease. When a new PD facility is built, it will be looked at
to see if it is better to keep the off -site facility or use the new building for evidence.
• COPS Grant: We have not gotten a decision yet for the 2 positions applied for. Tukwila Officials
will be in Washington DC to lobby and meet with officials to keep our grant application on the
front burner.
• A question about what is SCORE — South County Regional Jail for Tukwila, Renton, Kent,
Auburn, Des Moines own the facility. Came about when King County announced a few years ago
that they would no longer take misdemeanor prisoners AND they were doubling rates. So the
above communities got together and built a jail. Now King County has a much smaller than
anticipated jail population, and the KC Jailers are complaining that some of the prisoners in
SCORE have felony convictions, even though they are only incarcerated for a misdemeanor. It is a
much higher fee to have a prisoner at KCJ than SCORE, plus SCORE is contracting with other
agencies to take their prisoners they need.
6200 Southcenter Blvd. Tukwila, WA 98188 • Phone (206) 433 -1808 • Records Fax (206) 244 -6181 Invest.
