The following response to staff's question <br />about the plan for the fence was provided by the <br />applicant: <br />"The majority of the fence is located on the site, <br />including all portions in conflict with the pedestrian <br />trail, and those portions will be removed. Portions of <br />this fence are located on the adjacent property in <br />which we have no legal control and will not be able to <br />remove without permission. If these sections of offsite <br />fence are to remain, they appear to be at locations <br />that would be screened or softened visually from the <br />public pedestrian path by the onsite landscaping." <br />Figure 6. Open Space <br />Provide safe, attractive, and usable open spaces that promote pedestrian activity and enhance the setting and <br />character of the development. <br />The proposed open space meets the criteria. The proposed open space includes the pedestrian connection <br />from West Valley Highway to a looped part of the pathway that includes seating located on the west side of <br />the project site. Space constraints along the pedestrian connection limit the ability to have benches located <br />along the pedestrian connection. Alternatively, seating space to meet code requirements has been added to <br />the southwest corner of the building to take advantage of views of the mitigation plantings and the Green <br />River. <br />During project review, staff requested the applicant provide information to explain how the project design <br />responds to its adjacency to the Nelsen Residence. The applicant's response letter from Dec. 23, 2015 states <br />the following: <br />"The proposed public access trail south of the Nelsen Family Historical Residence will contain an <br />interpretive sign that describes the home and its history. Additionally, art elements in the open space area <br />may be installed and may incorporate elements of the barn which is to be demolished if suitable elements <br />can be located. The details of the interpretive sign and determination whether or not art elements in the <br />open space will occur with the site improvement construction plan review and permit approval process." <br />A. Building Design <br />1. Architectural Concept <br />The architectural design criteria encourages building design with easily understood organization, an <br />appropriate relationship to the site, and with a positive impact on the architectural character of the District <br />within which it is located. Architectural design should unify the massing and components of a structure or <br />structures on a site into a cohesive and consistent thematic or stylistic architectural character or style that is <br />responsive to the functional requirements of the development. <br />17 <br />
