Cost allocation methodology to remain essentially the same (80% based on service usage <br />and 20% based on jurisdiction population) but usage would be on a 3-year rolling average <br />rather than annual. <br />2. The term of the agreement would change from 3 years to 5 years. (Effective January 1, <br />2018 through December 31, 2022). <br />3. A 5-year automatic extension. An opt out of automatic extension available by providing <br />notice no later than June 30, 2021. Added 14-day timeline for County to provide <br />notification to others. <br />4. Limited Re-Opener upon Notice of Termination, if any city or cities opts out of the second <br />term, and the resulting cost impact to any remaining party is not estimated to exceed 10%, <br />the Agreement shall automatically extend for a second 5-year term, to December 31, 2027 <br />subject to agreement adjusting the ILA as necessary based on parties departing the <br />system. <br />5. Latecomers would be allowed prior to the termination or expiration of Agreement, but only <br />if the additional party will not cause an increase any City's net costs payable to the County <br />or decrease in services provided under this Agreement. <br />6. Retain shelter credits (no Transition or Licensing support credits). <br />7. Jurisdiction revenue in excess of jurisdictions costs will be used to reduce regional model <br />support expenses that are now County General Fund expenses that are not charged to <br />model. <br />8. City of Kirkland will not be a part of the regional model effective January 1, 2018. 50% of <br />the resulting cost impact (140K) is mitigated by King County making program cost <br />reductions that do not impact service delivery. Services, service levels, and field districts <br />will remain the same. <br />Estimated costs for the City of Tukwila is estimated to be $111 thousand, about $6 thousand lower <br />than currently budgeted. <br />Timeline for negotiating the agreement is as follows: <br />September 1, 2016 Draft agreement in principle completed <br />December 31, 2016 Cities confirm non-binding mutual interest based on agreement in <br />principle <br />January 2017 County approves draft contract — based on agreement <br />June 1, 2017 Final deadline for municipal approval of Interlocal agreements <br />A representative from Regional Animal Services of King County will be attending the February <br />13, 2017 Committee of the Whole to provide information on the financial and service impact to <br />the city of Tukwila as well as answer questions. <br />RECOMMENDATION <br />Council is being asked to authorize the Mayor to enter into an interlocal agreement with King <br />County Regional Animal Services beginning January 1, 2018 and consider this item at the <br />February 13, 2017 Committee of the Whole meeting and subsequent February 21, 2017 Regular <br />Meeting.
