Each jurisdiction can determine for itself what level of <br />authority it has or needs in order to approve an amendment the <br />contracting parties (66% majority) agree on. <br />This language is written so contracting parties would not be "required" to <br />seek their council's approval, if their individual process allows for it, when <br />a ministerial change or edit that does not have significant or substantive <br />impact is agreed upon by a (66%) majority of the contracting parties. <br />15.
