City of Tukwila <br /> Allan Ekberg, Mayor <br /> INFORMATIONAL MEMORANDUM <br /> TO: Community Development and Neighborhoods Committee <br /> FROM: Rick Still, Director Parks & Recreation <br /> BY: Robert Eaton, P&R Manager <br /> CC: Mayor Ekberg <br /> DATE: February 13, 2017 <br /> SUBJECT: Green Tukwila 20-Year Plan Adoption <br /> ISSUE <br /> Presentation of the Green Tukwila 20-Year Stewardship Plan for adoption by resolution <br /> BACKGROUND <br /> At the May 20, 2015 CAP meeting, Forterra presented the Green Cities program to the Council <br /> with the vision of creating a Green Tukwila plan. This item was forwarded to the full council who <br /> approved the $40,000 expenditure over two years to develop the Green Tukwila 20-Year <br /> Stewardship Plan (Plan) and one year of implementation through stewardship development. <br /> The contract was entered into on August 6, 2015 to begin the process. On June 27, 2016, <br /> Forterra provided an update to the Community Affairs and Parks Committee of the 60% draft <br /> Plan. <br /> DISCUSSION <br /> The Plan has been completed and is being presented to the Community Development and <br /> Neighborhoods Committee for consideration of adoption by resolution. As the Plan took a little <br /> longer to finalize, Forterra has already began phase two of their contracted scope of work which <br /> is stewardship outreach and development. This phase focuses on outreach and development of <br /> long-term stewards and developing the implementation strategies for the Plan. Forterra will <br /> spearhead the implementation work for one year as outlined in their contract. Upon completion <br /> of that year the responsibility the will transfer to the City to continue implementation of the Plan. <br /> Forterra desires to seamlessly transition the implementation efforts from them to the city. As <br /> Green Tukwila is part of the Green Cities Partnership, Forterra is available to continue providing <br /> support and services as needed to assist the city in the long-term implementation efforts. If <br /> Forterra's services are utilized it will be at additional expense. <br /> Throughout the development process of the Plan, the planning team (staff and Forterra) <br /> discussed the desire to be intentional, prudent, and efficient in the implementation of this plan. <br /> They also acknowledged the current short coming in resources to meet the ideal implementation <br /> scenario and thought it would be wise to take a more conservative approach and only <br /> incorporate as many acres as resources are available. That way the acres that are incorporated <br /> into stewardship will be able to be done well and sustainably maintained. Additional acres can <br /> then be added as resources, funding, and capacity enables. Other Green Cities have taken this <br /> approach as well. <br /> NOTE: Page 1 of the Plan has two edits that will be made before final printing. Councilmember <br /> Robertson will be listed as the Council President (instead of Councilmember Duffie) and <br /> Councilmember Seal's name will be spelled correctly (Verna, not Verna). <br /> 1 <br />
