City of Tukwila <br />Allan Ekberg, Mayor <br />TO: Finance Committee <br />CC: Mayor Ekberg <br />FROM: Peggy McCarthy, Finance Director <br />DATE: February 15, 2017 <br />SUBJECT: Finance Department Strategic Plan & Operations Overview <br />ISSUE <br />Review of the Finance Department's Strategic Plan and Operations Overview to enhance <br />awareness of the array of financial services provided, the challenges faced, and the strategies <br />identified for making improvements. <br />BACKGROUND <br />In the fall of 2015, with guidance from John Luthy of Futures Corp and pursuant to the guidelines <br />in his book, "Planning The Future; A Guide to Strategic Thinking and Planning for Elected Officials, <br />Public Administrators and Community Leaders", the Finance Team developed a draft Strategic <br />Plan and an Operations Overview. In August 2016, the Finance Team created a mission and <br />vision statement, further vetted the potential strategies for improvement and created a timeline <br />for accomplishing the strategies. The Plan and Overview documents were bound in a notebook <br />with the cover identifying the date of publication as August 31 5t and, also identifying the documents <br />as "a work in progress". The Strategic Plan identifies four major challenge areas (MCA's) and <br />creates a plan to meet these challenges and make improvements. The Operations Overview <br />describes the financial functions currently performed, grouping them into three core service areas; <br />Accounting and Financial Management, Budget and Long Range Financial Planning, and <br />Business Operations. Outputs, performance measures, standards and benchmarks, anticipated <br />community outcomes and planned operational improvements are also included. <br />DISCUSSION <br />Key components of the Plan and Overview will be shared with the Finance Committee to enhance <br />awareness and understanding of the scope of services provided by the Finance Team, the <br />challenges faced, and the strategies identified to meet these challenges and make improvements. <br />RECOMMENDATION <br />For information only. <br />25 <br />
