City of Tukwila <br />Allan Ekberg, Mayor <br />TO: COMMUNITY DEVELOPMENT AND NEIGHBORHOODS COMMITTEE <br />FROM: MAYOR EKBERG <br />BY: CHERYL THOMPSON, EXECUTIVE ASSISTANT <br />CC: DAVID CLINE, CITY ADMINISTRATOR <br />DATE: FEBRUARY 14, 2017 <br />SUBJECT: MUNICIPAL CODE UPDATE TO THE CITY'S BOARDS AND COMMISSIONS <br />ISSUE <br />To update the Municipal Code to incorporate best practices as guidelines for the City's Advisory <br />Boards, Commissions and Committees. <br />BACKGROUND <br />The Municipal Research and Services Center has published a report outlining best practices for <br />Advisory Boards, Commissions and Committees, a copy of which has been previously provided <br />to you. City staff did an assessment of our Boards, Commissions and Committees and <br />determined that it would be beneficial to the City to update the Chapters of the Tukwila <br />Municipal Code that pertain to our Boards, Commissions and Committees. <br />The purpose of the update to the Municipal Code is to provide for consistency and to <br />incorporate the recommended best practices: Purpose, Member Qualifications, Appointment <br />Procedures, Length of Appointment, Revocation of Appointment, Organization, Procedures for <br />Conduct of Meeting, Meeting Schedule, Staff Assistance, Reporting Requirements, Evaluation <br />Process and Bylaws/Rules of Procedure. Rather than having the terms for various boards and <br />commissions expiring at different times throughout the year, we are proposing that all terms <br />expire at the end of the calendar year. If the Council approves the proposed change in term <br />expiration dates, all existing terms will be extended to December 31 of the year they are set to <br />expire. The majority of the advisory groups have had the opportunity to review the proposed <br />changes. <br />DISCUSSION <br />The following will summarize the proposed changes to each advisory group. <br />Arts Commission <br />The main changes to TMC 2.30 Tukwila Arts Commission were to add provisions for Revocation <br />of Appointment, Staff Assistance, Reporting Requirements and Evaluation Process and the <br />adoption of Bylaws. <br />Civil Service Commission <br />The main changes to TMC 2.42 Civil Service Commission were to add provisions for <br />Procedures for Conduct of Meeting, Staff Assistance and the adoption of Bylaws. <br />Equity and Diversity Commission <br />The changes to TMC 2.29 Equity and Diversity Commission are more substantial. Staff is <br />proposing to change the name from Equity and Diversity to Equity and Social Justice and to <br />modify the objectives of the Commission to include facilitating better understanding and 13 <br />
