FINANCE COMMITTEE <br />Meeting Minutes <br />City Council Finance Committee <br />Februory22, 2017- 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: Verna Seal, Chair; Kathy Hougardy, Thomas McLeod <br />Staff: David Cline, Peggy McCarthy, Stephanie Brown, Erika Eddins, Joseph Todd, Gail <br />Labanara, Craig Zellerhoff, Laurel Humphrey <br />CALL TO ORDER: Chair Seal called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESSAGENDA <br />A. Lease Agreement: Dell Computers <br />Staff is seeking Council approval of a contract with the Davenport Group in the amount of <br />$397,750.00 to lease Dell computing systems for City employees on a three year "refresh" cycle. <br />In the past, the City has purchased computer equipment leading to inefficiencies and <br />productivity losses due to aging systems unable to keep up with changing technologies. The <br />Council previously authorized $450,000 for this in the adopted budget and the lowered price is <br />a result of negotiations. Computers that are relatively new and in good working order will be <br />used at front counter /service areas in the City. The Committee discussed the proposal and <br />requested clarifying information be added to the memo and attachments regarding the actual <br />contract price and budgetary context. UNANIMOUS APPROVAL. FORWARD TO MARCH 6, 2017 <br />REGULAR MEETING (NEW BUSINESS) <br />B. Employee Compensation Policy <br />The City Council desires to review and possibly modify the City Council's Compensation Policy, <br />adopted via Resolution 1796. Staff is seeking clarity and direction on the appropriate <br />background, research and phasing for a successful process. Suggestions from staff include a <br />compensation trend overview, comparable cities, timing and process for non - represented <br />compensation, benefits structure, and a discussion on how the current policy has been <br />working. Additional items from the Committee are summarized as follows: <br />• Can non - represented and represented employees be aligned more fairly? <br />• Summary of outcomes from the non - represented employee committee <br />• Update on status of union negotiations <br />• Review of decision band methodology, including how it is working <br />• Reevaluate policy to avoid salary compression <br />• Are the comparable cities (jurisdictions +/- 50% of Tukwila's A /V) still a fair <br />measure? <br />
