PUBLIC SAFETY COMMITTEE <br />• . f 1 • <br />Citv Council Public Safetv Committee <br />Meeting Minutes <br />March 6, 2017 - 5:30 p.m. - Foster Conference Room, 6300 Building <br />Councilmembers: Thomas McLeod, Chair; Joe Duffie, De'Sean Quinn <br />Staff: David Cline, Mike Villa, Bruce Linton, Jay Wittwer, Laurel Humphrey <br />CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m. <br />I. ANNOUNCEMENT <br />II. BUSINESSAGENDA <br />A. Small Unmanned Aircraft Systems (UAS) <br />Following up to a briefing given at the February 21, 2017 Committee meeting, staff is seeking <br />Committee approval to purchase equipment for an Unmanned Aircraft Systems (UAS) pilot <br />program in the amount of $39,000. PD would like to pilot the use of UAS to enhance search and <br />rescue, reconstruct crime scenes, respond to incidents, improve situational awareness and <br />safety, and assess damage during disaster response. The PD policy addresses definitions, <br />procedures, restrictions, reporting, recording, and privacy. The Committee asked clarifying <br />questions and due to time restrictions requested that the item return for further discussion. <br />Committee members asked clarifying questions and stressed the importance of public <br />engagement and outreach. The Committee also requested that it be made explicit that the <br />department policy reflects best practices as recommended bytheACLU, Washington State, and <br />others. Staff agreed to add language to this effect. If approved, information about the pilot <br />program, including the department policy and references, will be made available on the City's <br />website. UNANIMOUS COMMITTEE APPROVAL. <br />B. 20164' Ouarter Police Department Report <br />Chief Villa updated the Committee on items of interest from the 4t" quarter of 2016, including <br />staffing, recognitions, community outreach, significant operations, and events. The Committee <br />requested a future update on the Police Department Strategic Plan. INFORMATION ONLY. <br />III.
