City of Tukwila Allan Ekberg, Mayor <br />Public Works Department - Bob Giberson, Director <br />TO: Transportation and Infrastructure Committpe <br />FROM: Bob Giberson, Public Works Director lio <br />CC: Mayor Ekberg <br />DATE: March 24, 2017 <br />SUBJECT: NPDES Program <br />Project No. 99341210 <br />2016 Annual Report and 2017 Stormwater Management Program Plan <br />ISSUE <br />Review the City's 2016 National Pollutant Discharge Elimination System (NPDES) Annual Report <br />and 2017 Stormwater Management Program (SWMP) Plan. <br />BACKGROUND <br />The NPDES Program requires that the City implement a comprehensive SWMP Plan that complies <br />with the requirements outlined in the City's current NPDES Phase 11 permit. The permit requires <br />that the City develop a SWMP Plan and submit annual reports to the Department of Ecology (DOE) <br />outlining our progress in meeting permit requirements by March 31st of each year. <br />The SWMP Plan document describes proposed activities for the current year training, procedural, <br />and documentation requirements that the City must follow. The SWMP Plan is updated annually to <br />reflect any required changes to our program and to provide greater detail as various programs are <br />fully developed. Once the SWMP Plan is submitted to the DOE, it will be used to determine <br />whether permit obligations are being met. <br />DISCUSSION <br />City staff completed the 2016 Annual Report, which reflects activities completed by the City in <br />2016. In addition, staff also updated the 2016 SWMP Plan to reflect permit requirements for 2017. <br />All 2017 updates are printed in blue for reference.
