PUBLIC SAFETY COMMITTEE <br />Citv Council Public Safetv Committee <br />Meeting Minutes <br />March 20, 2017 - 5:30 p.m. - Foster Conference Room, 6300 Building <br />Councilmembers: Thomas McLeod, Chair; Joe Duffie, De'Sean Quinn <br />Staff: David Cline, Rachel Bianchi, Bob Giberson, Brandon Miles, Jay Wittwer, Laurel <br />Humphrey <br />Guests: Ken Johnsen and Justine Kim, Shiels Obletz Johnsen <br />CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m. <br />I. ANNOUNCEMENT <br />II. BUSINESSAGENDA <br />A. Public Safety Plan Local Hiring and Disadvantaged Business Enterprise Participation <br />The Committee discussed information prepared by Shiels Obletz Johnsen regarding the <br />integration of local hiring policies and disadvantaged business enterprise participation into the <br />Public Safety Plan. One option would be to require the building contractors to work under a <br />formal community workforce agreement. Larger agencies that have these in place such as the <br />City of Seattle and Sound Transit can dedicate staff to manage these agreements. Another <br />option would be to make DBE /apprenticeship /workforce experience an important criterion in <br />the selection of contractors. This could entail a partnership between the contractor, City staff, <br />and outreach consultants to effectively pursue defined hiring goals. Committee members <br />discussed the options and expressed agreement toward continuing discussion of these <br />strategies. Councilmember Quinn recommended the use of template agreements and passage <br />of a Council resolution encouraging community workforce agreements. Councilmember Duffie <br />emphasized effective advertising and outreach to attract the desired workforce. Chair McLeod <br />stated that while he agrees with the objective of inclusive hiring he does not want affordability <br />and timeliness of the projects to be compromised. The Community Development and <br />Neighborhoods Committee will discuss this information next week and their input will be <br />shared with the Public Safety Committee for further direction. Combatting Crime Rate Misperceptions <br />Each year there is public and media interest in a report issued by "Safewise" indicating that <br />Tukwila is one of the most dangerous cities in the country. This is an inaccurate portrayal in <br />that it divides crime statistics by Tukwila's low residential population. In anticipation of this <br />happening again in 2017, the City has engaged with Allison +Partners' Crisis Communications <br />Team to assist in developing a package to be used with local media to disprove the report. The <br />budget for this will not exceed $10,000 and is available from the Mayor's Office departmental <br />funds. DISCUSSION ONLY. <br />
