C"ty of Tukwila <br />%01 <br />. . . . ....... . . . . ..................................... . ..... <br />Allan Ekberg, Mayor <br />TO: Finance Committee <br />FROM: Jack Pace, DCD Director <br />BY: Nora Gierloff, Deputy DCD Director <br />CC: Mayor Ekberg <br />DATE: June 7, 2017 <br />SUBJECT: Modification to Credit Card Surcharge <br />ISSUE <br />Waiving the credit card surcharge for online permit applications in 2017 has created practical <br />difficulties with launching eTrakit online payments, <br />BACKGROUND <br />The City's costs for processing credit card payment for permit applications have been increasing <br />steadily over the years. This trend is expected to sharply, increase over the next few years as wc <br />begin to allow online permit applications. <br />In 2017 to offset this cost the City began charging a 3% surcharge on permit fees paid by credit <br />card, The current fee resolution includes a waiver • this fee for online permit applications in <br />2017 to provide an incentive for the public to use the online system, <br />DISCUSSION <br />Configuring the waiver for payments received online has proved to be difficult and wouId require <br />a 'work-aroiund' • staff to associate the waiver with each permit processed online. While it is <br />possible to configure the system this way, it would require significant staff time and delay <br />implementation of online permit payments. It would then require additional time at the end of the <br />year <br />• remove the waiver from the system. <br />Staff recommends removing the fee waiver from the resolution to allow the launch of eTrakit <br />*nline permitting within the next month. No other changes to the resolution are proposed in the <br />attac4,,ecl draft. <br />FINANCIAL IMPACT <br />Removing the fee waiver will slightly increase City revenues and allow us to offset credit card <br />fees, <br />RECOMMENDATION <br />The Council is being asked to approve the revised resolution and consider this item at the June <br />26 pecial Meeting Consent Agenda. <br />ATTACHMENT <br />Draft Building /Electrical /Plumbing /Mechanical Permit Fee Resolution <br />
