Tukwila School Campus Parking Analysis <br />1. DEVELOPMENT IDENTIFICATION <br />Gibson Traffic Consultants, Inc. (GTC) has been retained to provide a parking analysis for the <br />Tukwila School Campus, including Foster High School, Showalter Middle School and the <br />proposed Birth to K school. Brad Lincoln, responsible for this report, is a licensed professional <br />engineer (Civil) in the State of Washington and member of the Washington State section of ITE. <br />The Tukwila School Campus is located along the north side of S 144 "' Street, east of 42 "d Avenue <br />S. Foster High School has access to S 144 "' Street and 42 "d Avenue S and includes the technology <br />building. Showalter Middle School is located east of Foster High School and has access to S 144 "' <br />Street. The proposed Birth to K school is located north of Showalter Middle School and is proposed <br />to have access to S 142 "d Street. <br />Improvements are proposed for Foster High School and Showalter Middle School, but the <br />improvements are not proposed to increase the student population of either school. Foster High <br />School currently has 878 students and Showalter Middle School has 632 students. The Tukwila <br />Birth to K school is proposed to have up to 440 students. <br />2. METHODOLOGY <br />The analysis of the typical parking for a normal day has been performed based on actual parking <br />observations at the existing Foster High School and Showalter Middle School performed by the <br />independent count firm National Data & Surveying Services (NDS) in September 2016. <br />Observations were performed after school began and before school dismissed to determine the <br />typical school parking demand. <br />Foster High School and the technology building currently have three lots for teachers, students and <br />visitor parking. These lots include the north lot, the south lot and the east lot. Foster High School <br />also has a bus area, but that has not been included in this analysis since teacher, student and visitor <br />vehicles are not allowed in this lot during school times. Showalter Middle School has two loops. <br />There is also the City of Tukwila Pool between Foster High School and Showalter Middle School. <br />This area has 17 designated parking spaces, although it appears Foster High School parking does <br />occur in this area. The demand for the pool parking spaces has therefore been included as part of <br />the analysis, but the parking supply in the pool area has not been included. <br />It is important to note that accessible spaces have been included in the supply and demand <br />calculations. The event parking demand is based on the attendance for events in the Performing <br />Arts Center and a football game using the typical vehicle - occupancy rate of 2.1 for recreational <br />events. This methodology is similar to analysis approved for other high schools in the Puget Sound <br />region. <br />Gibson Traffic Consultants, Inc.
