FINANCE COMMITTEE <br />Meeting Minutes <br />• . f 1 • <br />City Council Finance Committee <br />July5, 2017- 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: Verna Seal, Chair; Thomas McLeod <br />Staff: David Cline, Jay Wittwer, Peggy McCarthy, Laurel Humphrey <br />CALL TO ORDER: Chair Seal called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESSAGENDA <br />A. Administrative Policies: Anti - Harassment and Performance Evaluations <br />Staff provided a briefing on administrative policies relating to reporting harassment and <br />performance evaluations as requested by the City Council earlier this year. Personnel Policy <br />and Procedure 2.03.11, Policy Against Unlawful Harassment prohibits all forms of unlawful <br />harassment and defines procedures for reporting it. The Human Resources Department is <br />planning to provide a city -wide training in 1st Quarter 2018. Other relevant policies include <br />2.05.05, Equal Employment Opportunity and 2.05.06, Non - Discrimination. Policies are updated <br />as legal mandates change and all policies are reviewed by the City Attorney. Councilmember <br />McLeod noted the City of Federal Way now includes "mental or sensory disability" in its policies. <br />Policy 2.04.01, Performance Evaluation System, establishes goals for regular evaluations for all <br />probationary, full -time and part -time employees. At the end of 2016 all employee evaluations <br />were up to date and filed with Human Resources. An ad -hoc employee group formed in 2016 <br />and developed recommendations to improve the process. As a result, the City is switching to <br />an electronic performance and learning management system which is expected to be <br />implemented by the end of this year. Councilmembers are welcome to comment on employee <br />behavior that does not meet their expectations. DISCUSSION ONLY. <br />III. MISCELLANEOUS <br />Staff reported that the Public Safety Bond Financial Oversight Committee had its first meeting on <br />June 29, 2017.
