City of Tukwila <br />Planning Commission <br />Planning Commission (PC) Minutes <br />Date: April 28, 2011 <br />Time: 6:30 PM <br />Location: City Hall Council Chambers <br />Present: Margaret Bratcher, Chair; Brooke Alford, Vice - Chair; Commissioners, Thomas McLeod, Louise <br />Strander, David Shumate, Mike Hansen and Aaron Hundtofte <br />Staff: Nora Gierloff, Deputy DCD Director, Rebecca Fox, Senior Planner, and Wynetta Bivens, <br />Planning Commission Secretary <br />Chair Bratcher opened the public hearing at 6:30 PM, and swore in those wishing to provide testimony. <br />Minutes: Commissioner McLeod made a motion to adopt the January 27, 2011 minutes and <br />Commissioner Alford seconded the motion. The motion was unanimously approved. <br />Staff received two public comment emails that were handed out to the Commission. <br />Commissioner Strander recused herself from participating in the Issues and Opportunity report regarding <br />the Manufacturing Industrial Center (MIC). She said that her family owns property in the area where the <br />projects are being considered and is concerned that she may not be impartial. <br />Commissioner Hansen, employed by The Sabey Corporation, said that The Sabey Corporation owns <br />property in the MIC and they are giving testimony on the manufacturing boundaries study. He said that he <br />would like to hear the testimony unless there are objections. However, he intends to recuse himself if this item <br />is heard at a quasi-judicial hearing. <br />CASE NUMBER: PL10 -016 <br />APPLICANT: City of Tukwila <br />REQUEST: Recommendations for update to Comprehensive Plan, zoning code and boundaries <br />for Manufacturing Industrial Center (MIC) <br />LOCATION: Manufacturing Industrial Center, including approximately 966 acres bounded <br />generally by the City of Seattle on the north, South 125th Street on the south, the <br />Burlington Northern BNSF railway right -of -way on the east, and the Duwamish River <br />on the west. <br />Rebecca Fox, Senior Planner, Department of Community Development, gave background on the review <br />process, and gave an overview of staffs recommendations. The Washington State Growth Management Act <br />requires jurisdictions that are planning under the act to periodically review and update their Comprehensive <br />Plan. The entire update is due to be completed by December 2014. <br />RECOMMENDATIONS: <br />Comprehensive Plan Review: <br />1) Add an implementation strategy as follows: <br />- Actively seek alternative railroad related freight routing away from residential streets in Allentown. <br />2) Add a new Comprehensive Plan Policy as follows; <br />- Pursue light rail and commuter rail stops in the vicinity of the Boeing Access Road. <br />Page 1 of 3 <br />
