Page 11 <br />Public Hearing Minutes <br />June 22, 2017 <br />2) Conditional Use Permit <br />Condition 44 for 132K, revised language, "to ensure adequate emergency vehicle access at all times at 132K the <br />area between the western edge of the turnaround and the on-site crosswalk located on the school <br />campus shall be striped and signed as "No Parking" using standard signing and striping for fire <br />lanes As part of the Traffic Management Plan a site circulation will be prepared and include <br />provisions for informing parents where to park, where not to park, and how to circulate around the <br />site during pick-up and drop-off times. Additionally, the south end of the parking lot shall be <br />posted for "Staff Parking Only" to minimize queue and parking conflicts." <br />Commissioner Mann made a motion to approve Case Number L17-0015, Conditional Use Permit with <br />staff s recommendations, based on findings and conclusions, and conditions in the staff report prepared for <br />the June 22, 2017 meeting, and amended condition 44. Commissioner Martinez seconded the motion. All <br />were in favor. <br />3) Design Review <br />The following conditions pertaining to Foster High School were read: <br />Condition 43A — Revised language, "For the STEAM addition incorporate a reveal or indentation at least <br />57' wide by 2' deep at the point where the STEAM addition connects to the academic <br />wing. <br />Condition 4 3B — Revised language, "It is not clear what the gray metal frame extending over the STEAM <br />rooms accomplishes. Consider removing or reducing that element to make the two <br />buildings more compatible, or at least make the new addition less prominent, or extend <br />the parapet past the modulated north fagade maintaining a uniform roof line. This option <br />will visually "cap" the STEAM addition, further defining and distinguishing the addition <br />from the dominant brick facades of the school." <br />Condition 4 3C — Revised language, "For the south fagade facing S. 144" St. create a vertical setback notch <br />or reveal, at least 10'wide by 1'2" deep between the existing and new building thus <br />visually separating the two structures." <br />Condition 43D — Staff and the applicant did not come to an agreement, staff recommended deferring to <br />the building permit stage. <br />Condition 44 — Revised language — "Landscaping the planting strip between the bus loop and 42" d Ave S. <br />with landscaping appropriate to the location. The District shall coordinate with the <br />Tukwila Police Department, choosing plant species consistent with crime prevention <br />through environmental design principles and ensuring that landscaping does not interfere <br />with security camera visibility." <br />Commissioner Mann made a motion to approve Case Number L17-0013, Design Review Foster and 132K <br />with staff s recommendations, findings and conclusions in the staff report prepared for the June 22, 2017 <br />meeting, and conditions, as amended. <br />Commissioner Mann amended her motion to approve Case Number L17-0013, Design Review, Foster, <br />with staff s recommendations, based on findings and conclusions in the staff report prepared for the June <br />22, 2017 meeting. and conditions number 3A, 313, 3C and, 4, as amended, Commissioner Martinez <br />seconded the motion.
