Date: <br />Time: <br />Location: <br />Present: <br />Absent: <br />Staff: <br />City of Tukwila <br />Planning Commission <br />BOARD OF ARCHITECTUAL REVIEW(BAR) <br />MINUTES <br />June 22, 2017 <br />6:30 PM <br />Council Chambers <br />Chair, Miguel Maestas; Commissioners, Mike Hansen, Sharon Mann, Dennis Martinez, and <br />Brooke Alford <br />Vice Chair, Nhan Nguyen and Commissioner Louise Strander <br />Nora Gierloff, Deputy Director; Minnie Dhaliwal, Planning Supervisor; Lindsay Brown, <br />Assistant Planner and Wynetta Bivens, Planning Commission Secretary <br />Chair, Maestas called the public hearing to order at 6:30 PM. <br />Adoption Commissioner Hansen made a motion to adopt the April 27, 2017 <br />of Minutes: minutes. Commissioner Martinez seconded the motion. The motion passed with three <br />votes, Commissioner Maestas and Mann abstained from voting, since they were not in <br />attendance. <br />Chair Maestas swore in those wishing to provide testimony and opened the public hearing. <br />BOARD OF ARCHITECTURAL REVIEW <br />CASE NUMBER: L17-0013, L17-0015, and LI 7-0014 <br />APPLICANT: Lisa Klein, AHBL for Tukwila School District <br />REQUEST: Conditional use permit and design review to expand Foster High School by <br />approximately 57,000 ft' and construct a new school for infants through kindergarten <br />children (132K) of approximately 53,000 ft' north of Showalter Middle School. Foster <br />High plans include the redevelopment and relocation of sports fields and the <br />elimination of portable classrooms. A Variance is requested to: exceed the 30 -ft. <br />height limit in the LDR zone by 2 feet for portions of Foster High and by 5 feet for <br />portions of B2K; to reduce the parking requirement for Foster High from 440 spaces <br />to 174. <br />LOCATION: 4242 S. 144th St and 4610 S. 142nd St.; APNs 1523049108 and 1523049164 <br />Minnie Dhaliwal, Planning Supervisor, Department of Community Development, asked each of the <br />Commissioners the appearance of fairness questions. <br />Commissioner Mann disclosed, she had ex -parte communication on this case. She attended the <br />public meeting regarding the school bond, and she received four telephone calls from citizens who gave her <br />information. She said she suggested to the citizens that they attend the public hearing. Also, Commissioner <br />Martinez disclosed that he attended the City Council meeting, and that he testified regarding residents' <br />concerns about parking. There were no objections to Commissioner Mann and Martinez hearing the case <br />and acting as decision makers. <br />
