Page 11 <br />Introduction <br />On November 8, 2016, the voters of Tukwila approved a public safety bond to fund a <br />Public Safety Plan developed by the City of Tukwila in 2016. The City's Public Safety <br />Plan included: <br />• A voter -approved Public Safety Bond to pay for three fire stations, guaranteed <br />funding for fire equipment and apparatus for the life of the 20 -year bond and the <br />construction of a Justice Center to house the City's Police Department and <br />Municipal Court. <br />• A consolidated shops facility, paid through an equal contribution of existing <br />General and Utility funds. <br />The primary reason for this study is to provide the City with information and <br />recommendations for the location for two of three new fire stations funded by the Public <br />Safety Bond. These potential locations are determined through a geographical <br />information system (GIS) analysis process. This GIS analysis takes into consideration <br />response times based on national standards, historical response data, street and road <br />access and speed limits, topography, and barriers to response, i.e. bridges, railroad <br />tracks, etc. To determine where the new fire stations should be located, FACETS <br />Consulting was selected to conduct this study. <br />In addition to the fire station locations, FACETS was asked to provide input on the size <br />of the fire stations and the appropriate location for fire headquarters. <br />The importance of this study is that it identifies locations that Tukwila Fire Department <br />(TFD) can respond from to continue be a successful public safety organization. Safety is <br />what drives TFD's needs: the safety of its customers and, equally as important, the <br />safety of its employees. Fire and medical emergencies can quickly become worse in a <br />matter of minutes, so it is vitally important to locate fire stations properly for rapid <br />response. Equally important is the need to have up-to-date equipment and apparatus in <br />these stations. But most important is the responsibility to have trained firefighters in the <br />proper numbers to respond from stations with the equipment they need to deal with the <br />emergencies they face. <br />The City of Tukwila contracted with FACETS Consulting to identify the proper sites for <br />the relocation of Fire Stations 51, 52 and 54; to study deployment of fire apparatus for <br />appropriate and effective response to emergencies; and to identify other opportunities <br />based on best practices. <br />Executive Summary <br />Fire stations are visible and potent symbols of a community's investment in the <br />wellbeing of its residents.
