Page 13 <br />station. The location for Station 51 has been secured through a development agreement <br />with Segale Properties LLC. That location is west of 1801h St and intersects with <br />Southcenter Blvd. and includes approximately six acres; approximately 2.5 — 3 acres of <br />the property is buildable. <br />This study was conducted to determine the most appropriate locations for two new fire <br />stations based on an objective analysis of GIS data and five years of CAD data. Based <br />on this analysis, maps were developed illustrating apparatus travel times of four - <br />minutes for engines and eight -minutes for ladder trucks. Additional maps were <br />developed to illustrate the deployment of an effective firefighting force based on current <br />and potential fire station locations. Several scenarios were developed and maps were <br />created for each scenario. Many of them are included in this report. <br />Based on this GIS analysis the locations with the best coverage related to equitable <br />response times and effective firefighting forces citywide are: <br />• Fire Station 51 — 180th St. and Southcenter Blvd. <br />• Fire Station 52 — 65th Ave. S., N. of Southcenter Blvd. <br />• Fire Station 53 — 4202 South 115th Street (Current site) <br />• Fire Station 54 — 4237 South 144th Street (Current site) <br />The question of the appropriate location for fire department headquarters is a policy <br />question for the City. The consultants believe that headquarters should be near City Hall <br />at the new Station 52 location. <br />In addition to the GIS analysis over 70 individual stakeholders were interviewed and <br />over 20 documents or reports were reviewed. The interviews are summarized in this <br />report. Some of the same questions were asked by many individuals and they are also <br />addressed in this report. <br />Also addressed in this report are concerns related to the size of the new fire stations, <br />not including the fire administration offices, and potential ladder truck locations. <br />Methodology <br />The methodology for this study included interviews with stakeholders in Tukwila, <br />benchmarking with national standards, and a detailed geographical information system <br />(GIS) analysis to determine new fire station locations in Tukwila. <br />Members of the FACETS team travelled to Tukwila four times to gather data, interview <br />stakeholders, visit fire stations, observe operations and participate with the City's Open <br />House meeting at Fire Station 54. The first visit was on January 20 and 21, 2017 for the <br />initial kick-off meeting with the Fire Chief, Mayor and City Administrator. The purpose of <br />this meeting was to review and confirm a detailed understanding of the project scope <br />and gain an understanding of the community's need for emergency services, current fire <br />station locations, automatic and mutual aid arrangements with surrounding fire <br />Tukwila Fire Department — Station Location Study <br />June 2017 <br />30 <br />
