City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Community Development & Neighborhoods Committee <br />FROM: Rick Still, Parks & Recreation Director <br />BY: Robert Eaton, Parks & Recreation Manager <br />CC: Mayor Ekberg <br />DATE: September 5, 2017 <br />SUBJECT: Emergency Purchase of Mower for Foster Golf Links <br />ISSUE <br />Replacement of failed winter -time mower for Foster Golf Links. <br />BACKGROUND <br />Foster Golf Links winter -time mower's transmission failed on August 25, 2017 and has several other <br />issues wrong with it as well (e.g. hydraulic system breaking down, pump failure, metal debris in <br />filters and valves causing valve damage, and the front and rear reels are bad and in need of repair <br />to several of the parts in them). This mower (unit # 6609) is primarily used for "rough" mowing when <br />the turf gets muddy in the wet season. It has four-wheel drive and receives a rougher than normal <br />level of added wear and tear. The estimate for repairs totals over $9,000 and many of the parts are <br />no longer available. <br />Historically, because this mower is used for rough mowing compared to the precision mowing of <br />many of the other mowers for greens and tees, an older model mower has been used. Purchasing a <br />brand new mower for $45,000 does not seem cost-effective because of the type of mowing it will be <br />used for and rotating the inventory can be done as mowers vary in types, sizes, and purpose (i.e. a <br />greens mower cannot be used for rough mowing in the mud). There is currently a used but newer <br />model mower at the local dealer for sale for $6,000. Staff work closely with this vendor often for <br />parts and have checked it out and agree it would be a good replacement for mower unit # 6609 and <br />is a good price too. <br />DISCUSSION <br />City Policy #300-02 states that a purchase of unbudgeted capital equipment of $5,000 or more <br />requires approval by City Council, Although this was not a planned purchase in the 2017/18 Capital <br />Vehicle Equipment Replacement Budget cycle, it is a budgeted and scheduled piece of equipment <br />that has failed and needs to be replaced. There is currently $7100 funded to the replacement of <br />mower unit # 6609, The used mower from the dealer is $6,000 and because it is a newer model <br />than unit # 6609 parts are still available for future repairs as well. <br />FINANCIAL IMPACT <br />The out the door price was negotiated to $6,050 with the local Toro dealer that staff work with often <br />RECOMMENDATION <br />The Council Committee is being asked to approve the purchase of the used mower for Foster Golf <br />Links out of the 501 Capital Vehicle Equipment Replacement Budget for a price of $6,050 to <br />replace the failed mower unit # 6609. <br />ATTACHMENTS <br />Quote for Mower <br />7 <br />
