City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committ <br />FROM: Bob Giberson, Public Works Director <br />BY: Ryan Larson, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: September 22, 2017 <br />SUBJECT: 53rd Ave South (S 137th St — S 144th St) <br />Project No. 99110301 <br />Project Update <br />ISSUE <br />Provide the Transportation and Infrastructure Committee an update on the 53rd Ave S Project. <br />BACKGROUND <br />The 53rd Ave S Project will include constructing roadway, drainage, sidewalks, illumination, water and sewer <br />upgrades, and undergrounding of overhead utilities between S 137th St and S 144th St. City Residential Street, <br />Water, Sewer, and Surface Water funds were used to fund the design effort. Transportation Improvement Board <br />(TIB) Funding of $2,141,400 was obtained to fund a portion of the construction and right-of-way with the <br />remaining funding from Seattle City Light, and City bond funds. <br />DISCUSSION <br />The project is currently being designed by KPG and is at the 90% design level. Remaining design work includes <br />completing negotiations with property owners for right-of-way, working with third party utilities on <br />undergrounding and utility relocations, and incorporating final changes into the Plans, Specifications, and <br />Estimate. A contract design supplement will be necessary for added design work relating to utility relocation and <br />adding an irrigation system for the street medians. <br />Right-of-way is needed at various locations to allow the placement of utilities, retaining walls, sidewalks and <br />storm water treatment. To date, all but two of the 15 property owners have agreed to the City's terms. The two <br />remaining properties include a private resident and the Tukwila School District, which owns four parcels that <br />make up the majority of Foster Park. Negotiations will continue with these two property owners but <br />condemnation may be necessary if negotiations fail. <br />The tentative schedule is to complete the design work in November 2017, advertise for construction in <br />December 2017, and open bids in January 2018. Construction is anticipated to begin in February 2018 and be <br />completed by early 2019. <br />During construction, the road will be closed to through traffic, but will remain open to residents only. A signed <br />detour route will be provided. <br />The preliminary cost estimate for construction at 90% design is $7,500,000. Currently there is only $6,060,000 <br />budgeted with the 103 Residential Street Fund having a $1,228,000 shortfall. The 53rd Ave S Project does have <br />Transportation Improvement Board funding and they may be able to assist with additional funding.
