City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Finance Committee <br />FROM: Mike Villa, Chief of Police <br />BY: Leon Richardson, Senior Manager <br />CC: Mayor Ekberg <br />DATE: 16 August 2017 <br />SUBJECT: Disposition Research Specialist (Grant funded position) <br />ISSUE <br />There are multiple records that need to be updated due to processing errors which are <br />resulting in Criminal History not reflecting accurately for some people. <br />BACKGROUND <br />Tukwila began using a new correctional facility, SCORE in 2011. The SCORE facility is <br />having issues placing the Tukwila case number in their system when booking people. <br />This causes criminal history checks to not always show complete information. We have <br />identified a significant amount of records that need to be researched and corrected. In <br />2016, we were awarded this grant and to date the Specialist was able to correct over <br />2,780 dispositions. Our 2015 compliance rate for dispositions has increased from <br />37.39% to 83.47%. <br />As of 28 September 2017, we have received verbal confirmation that we have been <br />awarded the National Criminal History Improvement Grant (NCHIP) from DOJ via WSP <br />and anticipate we will receive official notification mid-October. We are asking for <br />approval for the Mayor to sign the grant once it arrives. The reason for this is due to the <br />grant cycle aligning with the federal fiscal year running October to October and us <br />wanting to maximize the grant. <br />ANALYSIS <br />To stay current with incoming workload and maintain current level of service the Tukwila <br />Police Records Unit needs to add one temporary FTE who will be assigned to research <br />and correct SCORE booking information. <br />FINANCIAL IMPACT <br />The Tukwila Police Department is being considered for the awarding of a grant in the <br />amount of $86,029 with a 10% match of $8,602.90. Federal Reimbursement (90%) <br />$77,426.10. This reimbursement is at the discretion of the agency in that it can be <br />Monthly, Quarterly or one lump sum at the end of the FY. <br />RECOMMENDATION <br />The Council is being asked to authorize the Mayor to accept the grant, approving 1 <br />temporary FTE (full-time employee) for 2018, at the October 23, 2017 Special Meeting <br />Consent Agenda. <br />
