Ryan Hill Subarea Plan Update <br />Staff updated the Committee on efforts to develop a Subarea Plan for the Ryan Hill <br />Neighborhood. The City received a rezone request from DLR to HDR to develop a senior housing <br />project, but staff believes a comprehensive analysis of the neighborhood should be done prior to <br />individual parcel changes. Staff is hosting a neighborhood meeting on November 15 at the <br />Community Center to share three land use scenarios and gather feedback. All residents received <br />a postcard invitation to the open house and online survey, and small group meetings may be <br />arranged as well. DISCUSSION ONLY. <br />E. Mary's Place Development Agreement Update <br />Staff updated the Committee on the decision by Mary's Place to discontinue pursuit of a <br />temporary family shelter at the former Barnaby's building. A negotiated development <br />agreement was presented to and approved by the committee at its meeting on July 10, but <br />Mary's Place asked to postpone the public hearing shortly thereafter. Mary's Place notified the <br />Mayor and Council in a letter dated October 26 that it was no longer pursuing the site due to fiscal <br />challenges associated with the required improvements and the inability to operate day services <br />at the location. There are many challenges associated with this site, including use constraints <br />due to shoreline proximity. Concerns that the City had about where day use families would go for <br />shelter were not adequately addressed. Committee members discussed the timeline and the <br />challenges and expressed continued support for a Mary's Place location in Tukwila. They asked <br />staff to continue working with Mary's Place on a solution or alternate location. Councilmember <br />Seal suggested that the City respond with a letter to this effect.
