City of Tukwila <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director ,/ <br />BY: Dave Sorensen, Project Manager <br />CC: Mayor Allan Ekberg <br />DATE: February 23, 2018 <br />SUBJECT: Cascade View Safe Routes to School Phase II <br />Project No. 91510302, Contract No. 17-109 <br />Project Completion and Acceptance <br />ISSUE <br />Accept contract as complete and authorize release of retainage bond. <br />Allan Ekberg, Mayor <br />BACKGROUND <br />The Notice to Proceed for Contract No. 17-109 with Hoffman Construction, Inc. of Enumclaw, <br />Washington was issued on June 28, 2017 for the Cascade View Safe Routes to School Phase II <br />Project. This project provided pedestrian safety and street improvements that included; paving, new <br />concrete curbs, gutters, sidewalks and ADA ramps, adjusting surface utilities to grade, a mini <br />roundabout, and installing roadway channelization. This residential street project also presented an <br />opportunity to include additional water quality facilities desired for this neighborhood and also <br />required some regrading of the street cross-section to accommodate the new curb, gutter, and <br />sidewalk. The additional work was included by using Overlay & Repair and Surface Water funds. <br />ANALYSIS <br />Construction was physically completed on December 8, 2017. Four change orders were executed. <br />Under -runs were due to underutilized bid items such as "Unexpected Site Changes" and "Gravel <br />Borrow Including Haul". Retainage on federally funded projects is not allowed, therefore a retainage <br />bond was utilized. The budget for the Cascade View Safe Routes to School Phase II Project was <br />$1,554,178.17 and included a 10% contingency, which was not utilized. <br />Construction Contract Amount <br />Under -runs <br />$1,412,889.25 <br />(26,238.82) <br />Total Amount Paid $ 1.386,650.43 <br />RECOMMENDATION <br />Council is being asked to formally accept and authorize the release of the retainage bond, subject to <br />standard claim and lien release procedures, for the Cascade View Safe Routes to School Phase II <br />Project with Hoffman Construction, Inc. in the final amount of $1,386,650.43 and consider this item on <br />the Consent Agenda at the March 5, 2018 Regular Meeting. <br />Attachment: Notice of Completion Contract No. 17-109 <br />W:1PW Eng1PROJECTS1A- RW & RS Projects\Safe Routes to School - Cascade View Phase II (91510302)1Construction\Close Out To Council\Docs to TIC11nfo Memo CV SRTS PH2 Closeout 02231 B.docx <br />9 <br />
