11111111 1111111 <br />City of Tukwila <br />Planning Commission <br />PLANNING COMMISSION (PC) MINUTES <br />Date: February 15, 2018 <br />Time: 6:30 PM <br />Location: Council Chambers <br />Present: Chair, Nhan Nguyen; Vice Chair, Dennis Martinez; Commissioners, Sharon Mann, <br />Louise Strander, and Heidi Watters <br />Absent: Commissioners Miguel Maestas, and Mike Hansen <br />Staff: Nora Gierloff, Deputy Director; and Wynetta Bivens, Planning Commission <br />Secretary <br />Chair Nguyen called the public hearing to order at 6:35 PM. <br />Adoption Commissioner Strander made a motion to adopt the 1/25/18 minutes. <br />of Minutes: Commissioner Martinez seconded the motion. Motion passed. <br />Chair Nguyen swore in those wishing to provide testimony and opened the public hearing. <br />PLANNING COMMISSION REVIEW <br />CASE NUMBER: L17-0067, Accessory Dwelling Unit Regulation Update (ADU) <br />APPLICANT: City of Tukwila <br />REQUEST: Update of regulations for ADUs including allowing detached ADUs with <br />design and height requirements, lowering the lot size requirement, <br />modifying the parking requirement, removing ADUs as accessory uses in <br />non-residential zones, limiting rental of ADUs to periods of 30 days or more <br />and providing an amnesty period for existing ADUs. <br />LOCATION: Citywide <br />Nora Gierloff, Deputy Director, Department of Community Development gave background on the <br />process for updating the ADU regulations. She said City Council held a series of housing <br />workshops and looked at a variety of options for improving housing supply and affordability in the <br />City. Then, City Council requested staff work on updating ADU regulations, to make them more <br />flexible to encourage this type of housing. Staff currently has a list of 130 interested individuals <br />they are keeping updated as they move through the process. Tonight, staff has returned to the PC <br />with ordinance language to implement the policy choices that the PC made at the October meeting. <br />Also, staff proposed four additional changes: <br />1) Add the proposed definition in the Zoning Code for ADUs; <br />2) Restrict ADUs to only residential zones because they are a single-family type use and would be <br />incompatible with the noise and lighting in commercial areas. <br />3 <br />
