<br /> <br />City of Tukwila <br />City Council Community Development & Neighborhoods Committee <br /> <br /> <br />COMMUNITY DEVELOPMENT & NEIGHBORHOODS COMMITTEE <br />Meeting Minutes <br />April 10, 2018 – 5:30 p.m. – Hazelnut Conference Room, City Hall <br /> <br />Councilmembers: Kate Kruller, Chair, Kathy Hougardy, Zak Idan <br />Staff: David Cline, Jack Pace, Moira Bradshaw, Robert Eaton, Laurel Humphrey <br />Guest: Brandon Gonzales, LDC, Inc. <br /> <br />CALL TO ORDER: Chair Krullercalled the meeting to order at 5:30p.m. <br />I.BUSINESS AGENDA <br /> <br />Ryan Hill Neighborhood Study Update <br />A. <br />Staff updated the Committee on the results of a comprehensive Ryan Hill neighborhoodstudy <br />that was initiated last year following the receipt of a Comprehensive Plan/Zoning amendment <br />to change 15 acres from Low Density Residentialto High Density Residential. The City <br />contracted with LDC, Inc. to prepare a study, including robust neighborhood outreach and <br />involvement to gather input from the community. Alternative land use scenarios were <br />prepared to gather opinions about the area’s future, which revealed that the north half of Ryan <br />Hill are more interested in future change including higher density than the southern half. <br />Committee members were briefed on the study results which included background, <br />neighborhood input, existing conditions, development scenarios, and conclusions. Chair <br />Kruller will speak to Council President Seal on how best to share this information with the rest <br />of the City Council. DISCUSSION ONLY. <br /> <br />Resolution: Increase Change Fund Level for Foster Golf Course <br />B. <br />Staff is seeking Council approval of a resolution that would increase the Foster Golf Links <br />Change Fund from $1,200 to $2,500. This is expected to improve operational efficiencies by <br />adding a third till to provide faster service in the Pro Shop during the busy season. <br />UNANIMOUS APPROVAL. FORWARD TO APRIL 16, 2018 REGULAR CONSENT AGENDA. <br />Grant Agreement: Green Tukwila <br />C. <br />Staff is seeking Council approval of an agreement with King Conservation District toaccept <br />$47,400in grant funds for increasing staff capacity, supplies and professional services for the <br />Green Tukwila program, which has a total two-year project cost of $117,400.00. If approved, <br />Tukwila will be allocating a total of 20 hrs/week to the Green Tukwila implementation. Because <br />this is a reimbursement grant, staff is seeking permission to overspend the Parks & Recreation <br />budget by around $23,800 in 2018 which will be reimbursed by the King Conservation District, <br />and this will appear in the year-end budget amendment. This expansion of the Green Tukwila <br />program will focus initially on Tukwila Park, Crystal Springs <br /> <br /> <br />
