Discussion about <br />townhomes in TIB3 and what is an ideal use on the ground level, facing TIB. <br />Continuing Care Community VS Assisted living. Definitions are regulated by the State. Continuing <br />Care provides more skilled nursing services. <br /> <br />Automotive Service/Repair – Concerns regarding parking on the lot and the look of the cars. <br /> <br />Commissioner Mann suggested that cars should be parked inside repair shop or behind the building <br />in a fenced in, screened area. <br /> <br /> <br />Bars, Cocktail Lounge, Nightclub – Allowed with TIB3, TIB2 but not lower density TIB1 <br />Discussion on whether bars and cocktail lounges should be allowed in TIB 2. Extensive back <br />and forth discussion on the role of bars and lounges on TIB and in other communities. <br />Concerns regarding noise and potential for crime. Arguments for the vibrancy of nightlife. <br />No consensus was reached on this issue. Staff will bring back further recommendations. <br /> <br />Commissioner Strander raised a question regarding drive through facilities & non-conforming uses <br />on TIB. <br />Staff Response: Significant redevelopment of a lot would trigger the need for a property to be <br />brought into code compliance. In the case of Gas stations along TIB, this would be changing the <br />orientation and configuration of the drive through. <br /> <br />Dental Offices – should they be allowed on TIB 1? <br /> <br />Hotels & Motels - To attract the type of hotel desired on TIB, the consultant recommended including <br />these required criteria: Minimum of 50 rooms, full service kitchen and a lobby with 24/7 staffing. <br /> <br />Extensive discussion on how to use this section to encourage the quality of development desired on TIB. <br />Staff asked what number of rooms would be best, 100? 150? Pushback that smaller hotels can still be <br />very nice. Is it a better idea to make this type of development conditional? Should staff come back with <br />further recommendations? <br /> <br />Commissioner Mann, we don’t need another schlocky development. <br />Commissioner Strander Are any uses covered under the moratorium that are currently under review? <br />Staff – No <br />Commissioner Alford We need to think through this and I would like more information. Are we staying <br />true to some of the discussion had at the charrette about serving and visiting local businesses? <br />Commissioner Mann Small Businesses pay minimum wage, if we can get bigger players we can bring <br />decent wages to the Blvd. <br /> <br />Staff – will bring back further information. <br /> <br /> <br />
