<br /> <br /> <br />City of Tukwila <br /> <br /> <br />City Council Transportation & Infrastructure Committee <br /> <br /> <br />TRANSPORTATION & INFRASTRUCTURE COMMITTEE <br />Meeting Minutes <br />April 23, 2018 5:30 p.m. Hazelnut Conference Room, City Hall <br /> <br />Councilmembers: Thomas McLeod, Chair; Quinn, Zak Idan <br />Staff: David Cline, Henry Hash, Steve Carstens, Dave Sorensen, Jack Pace, Jaimie <br />Reavis, Cyndy Knighton, Gail Labanara, Laurel Humphrey <br /> <br />CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m. <br /> <br />I.PRESENTATIONS <br />II.BUSINESS AGENDA <br /> <br /> <br />BNSF Flagging and Inspection Cost Increases <br />A. <br /> <br />Staff is seeking Council for the <br />remainder of the Boeing Access Road over BNRR Bridge Rehabilitation Project. An Overpass <br />Agreement currently in effect allows the City and its contractor to work in the BNSF right-of- <br />way and pays for the required railroad flagging and inspection services performed by BNSF. <br />The original flagging and inspection fees were estimated at $149,428, and the additional <br />$300,000 was calculated based upon average charges from the previous six months. The <br />project contingency is sufficient to cover this additional cost. Committee members expressed <br />concern about the change in cost and asked staff to communicate with BNSF to ensure there <br />are no further increases. The Committee decided to place this item under New Business at the <br />May 7, 2018 Council meeting rather than the Consent Agenda to give staff opportunity to <br />explain the change. UNANIMOUS APPROVAL. FORWARD TO MAY 7, 2018 REGULAR <br />MEETING. <br /> <br />Bid Award: 2018 Overlay and Repair Program <br />B. <br /> <br />Staff is seeking Council approval to award a construction bid to ICON Materials in the amount of <br />$955,945.50 for the 2018 Overlay and Repair Program. Construction will include pavement repairs <br />and an asphalt overlay at four locations in the City as determined by the pavement condition index <br />rating on which all roads in the City are evaluated. ICON was the low bidder and constructed last <br /> program and staff was very happy with their work. Chair McLeod heard from a <br />resident with professional experience in road paving who shared personal opinions about the <br />responsive bidders. Chair McLeod asked what compels the City to go with the lowest responsive <br />bidder and staff replied this is state law. Unless the City has a specific negative experience with a <br />company, it cannot legally turn down the lowest responsive bid. Councilmember Quinn noted that <br />funding of this program should be evaluated with regard to the 2019-2020 budget. The Committee <br />decided to place this item under New Business rather than the Consent Agenda of the May 7, 2018 <br />UNANIMOUS APPROVAL.
