INFORMATIONAL MEMO <br />Page 2 <br />Following the adoption of the budget, the Chairs of the State House Appropriations <br />Committee and the State Senate Ways and Means Committee sent a letter to the <br />Department of Commerce with refined language (see attached). It was noted that the <br />language came too late to be included in the final draft of the State budget. The main <br />modification was that Commerce was also directed to look at the benefits of SeaTac <br />International Airport on surrounding cities as a result of proximity to the airport. The <br />options section was also expanded to include a discussion regarding "bolstering <br />potential benefits." Per the Department of Commerce, the adopted budget language <br />governs, but the letter provides good guidance on the legislative intent of the proviso. <br />The City of SeaTac's budget includes $250,000 for an "Airport Impact Analysis Project." <br />No other city listed in the proviso has formally committed funds for the local match of the <br />study. <br />Since final adoption provision, the City of Tukwila has not yet received a formal request <br />to provide a portion of the local match for the study. It's also unclear if this request <br />would come from the Department of Commerce, the City of SeaTac, or some other <br />entity. <br />There have been some new developments since the April 9, 2018 Committee meeting. <br />Federal Aviation Administration (FAA) Reauthorization Act of 2018 <br />On April 13 the United States House of Representatives passed the FAA <br />Reauthorization Act ("Act"). The Act included two amendments proposed by <br />Congresswoman Pramila Jayapal. The first amendment adds Seattle to the list of <br />communities to be studied on the potential health impacts of overflight noise. The <br />second amendment directs the FAA Administrator to conduct a study on the <br />infrastructure needs of fast growing airports, such as Sea -Tac Airport. The Act is still <br />being considered by the United States Senate. <br />Puget Sound Regional Council Regional Baseline Study <br />Puget Sound Regional Council (PSRC) has started to work on developing a "Regional <br />Baseline Study" for the region. The baseline study will be build on master planning <br />happening now at Sea -Tac Airport and other airports. The study has a total budget of $1 <br />million and is funded by the FAA. As part of this study PSRC has stated it would <br />examine how airports impact surrounding communities. The final scope is expected to <br />be completed by June. <br />Cities Meeting <br />On April 24 staff from the cities of SeaTac, Tukwila, Burien, Des Moines, Federal Way, <br />and Normandy Park met to discuss the budget proviso and moving forward. The City of <br />SeaTac is suggesting that cities contribute more than the $300,000 required under the <br />adopted budget proviso. There seems to be some concern that $600,000 ($300,000 <br />from the State and the $300,000) local match may be insufficient to conduct a study.
