nJW <br />City of Tukwila <br />Public Works Department- Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director ///- <br />BY: Mike Perfetti, Habitat Project Manager <br />CC: Mayor Ekberg <br />DATE: May 11, 2018 <br />SUBJECT: Chinook Wind <br />Project No. 91441202 <br />Grant Application <br />Allan Ekberg, Mayor <br />ISSUE <br />Authorize the submittal of a grant application to the Washington State Recreation and Conservation <br />Office (RCO) and other future grant opportunities to fund the public access portion of the Chinook <br />Wind Project. <br />BACKGROUND <br />King County acquired the Chinook Wind site in 2015 and is currently developing the habitat <br />restoration component through their in -lieu fee mitigation program. The City of Tukwila, per City <br />Resolution No. 1856, will accept ownership of the Chinook Wind property in the future. As such, <br />the City desires to develop public use and maintenance access to Chinook Wind, including a trail, <br />trailhead parking, site furnishings, and signage. <br />DISCUSSION <br />RCO is currently seeking applications for several of its grant programs. Staff has identified RCO's <br />Aquatic Lands Enhancement Account (ALEA) grant program as the best fit to fund the desired <br />improvements for Chinook Wind. Current City policy requires approval by the appropriate <br />Committee before applying for grants. <br />FISCAL IMPACT <br />ALEA development project grants are capped at $500,000. There is a 50% match required for the <br />RCO ALEA grant. It is anticipated that the match will come from the $1,553,616 City of Tukwila <br />Conservation Futures grant that was awarded for Chinook Wind acquisition.
