City of Tukwila <br />Planning Commission <br />BOARD OF ARCHITECTUAL REVIEW(BAR) <br />MINUTES <br />Date: March 8, 2018 <br />Time: 6:30 PM <br />Location: Council Chambers <br />Present: Chair, Nhan Nguyen; Vice Chair, Dennis Martinez; Commissioners, Sharon Mann, <br />Miguel Maestas, and Mike Hansen, and Heidi Watters <br />Absent: Commissioner Louise Strander <br />Staff: Minnie Dhaliwal, Planning Supervisor; Max Baker, Assistant Planner, and Wynetta <br />Bivens, Planning Commission Secretary <br />Chair Nguyen called the public hearing to order at 6:30 PM. <br />Adoption Commissioner Mann made a motion to adopt the 2/15/18 minutes. <br />of Minutes: Commissioner Martinez seconded the motion. Motion passed. <br />Chair Nguyen swore in those wishing to provide testimony and opened the public hearing. <br />CASE NUMBER: PL 17-0048 <br />APPLICANT: Duncan Wallace, PM Design Group <br />REQUEST: Design Review approval of a new 10,000 sq. Ft. Two-story convenience store, <br />fuel tanks, permanent drive-thru coffee kiosk, and six island fuel station with <br />canopy. <br />Zoning Variance approval to: 1) Consider the front yard setback from <br />Interurban Ave S and second front yard setback from 48th Ave S as the <br />proposed fueling station and existing truck fueling station are an integrated <br />site with Seattle City Light parcel lying in between the subject site and <br />Interurban Ave S; 2) Allow front yard landscaping to be installed on Seattle <br />City Light property (parcel number 0003000032); 3) Allow the drive-through <br />coffee kiosk in the front yard setback as long as it is minimum 25 feet away <br />from the west property line of the SCL parcel (street edge of Interurban Ave), <br />and set back 5' away from the shared property line of SCL parcel 0003000032 <br />and parcel 0003000113 to comply with International Building Code setback <br />requirements. <br />LOCATION: 13310 Interurban Ave S, Parcel 0003000113 <br />Max Baker, Assistant Planner, Department of Community Development, asked the <br />Commissioners the appearance of fairness questions, there were no disclosures. He gave the <br />presentation for staff. He provided an overview of the review process, provided background <br />information on the site and project, as well as review of the Zoning Variance Permit criteria and <br />Design Review criteria.
