May 25, 2018 <br />SUBJECT: Resolution for Six -Year Transportation Improvement Program 20t9 -2024j <br />ISSUE <br />Approve a Resolution adopting the annual update of the Six -Year Transportation Improvement <br />Program for 2019-2024. <br />ACKGROUND <br />The Transportation Improvement Program (TIP) is updated annually as required by the Revised Code <br />of Washington (ROW). The TIP is adopted by resolution after a public hearing at the local agency level <br />and incorporated into regional and state TIPs. The TIP is primarily a financial planning document for <br />projects competing for grants. Any project submitted for federal grant funding must be included in the <br />local, regional, and state adopted TIPs, The TIP is a rolling plan showing various funding sources: <br />grants, developer and local funds, Projects "roll" as funds or stages occur (design report, final design <br />and construction). <br />Tukwila's TIP and Capital Improvement Program (CIP) list many of the same transportation -related <br />projects. The TIP generally lists only those transportation -related projects planned within the next six <br />years that are deemed regionally significant or that have grant funding awarded or expected. The TIP <br />is scheduled for adoption on July 2, 2018. <br />ANALYSIS <br />The attached spreadsheet is the "Draft"' 2019 - 2024 TIP and was created by modifying the 2018 - <br />2023 TIP to add or remove projects and adjust project costs. No prioritization was assigned and the <br />list of projects is presented in alphabetical order. Prioritization of projects is reflected in the current <br />CIP. Eight new projects were added, and 5 projects were removed because they have either been <br />completed or moved beyond the 6 -year time frame of the TIP. <br />Added: 42nd Ave S ridge Replacement, 46' Ave S Safe Route to School (SRTS), Green River Trail, <br />Macadam Rd Complete Streets, S 152St SRTS, TIB Retrofit, West Valley Highway/Longacres Way <br />Shared Use Pathways (was combined with West Valley Highway Project in 2018 TIP). <br />Deleted: Completed: Beacon Ave S Bridge, Cascade View SRTS, Frank Zepp Bridge, Grady Way <br />ridge.
